When Bush gutted our country with his tax cuts many needed services were eliminated and lots of others were crippled. So when Edwards speaks of funding his excellent health care prop by reverting to an older tax model he's saying we can't have the old programs restored to usefullness. It's as if he thinks we don't need what Bush took away.
