The NYC Emergency Command Center was NOT located in the World Trade Center. It was located in a building adjacent to the Trade Center. NYC Officals agreed it would be an ideal place if the Trade Center was the target of a TERRORIST BOMBING!!!! Its easy to say after the fact that it was a bad idea after the buildings fell. When Dinkins took office in 1990 murder rate went up to 2,605 in the 4 years he somehow managed to bring it down to 2,420. 1994 was Giulianis first year in office the murder rated dropped to 2,016 by the time he left office the murder rate was slightly above 900!!!! The lowest it's been since 1967. GET YOUR STATS RIGHT!!! Black were detained more often than whites was because of the simple reason is that victims more often described the perp as a black male. Are the cops going to stop a white suspect if the suspect is described as black? Crimes are higher in black and minority neighborhoods. More police presence in minority neighborhood. Rudy Giuliani and his lackeys, incessantly brag about his record as mayor of New York City; how he put more police on the streets, how the crime rate fell, how he cleaned up Time Square and how he stopped the defacing of subway cars with graffiti.

Jimmy Breslin's excellent book "America's Mayor, America's President", does an excellent job of debunking these lies and distortions. According to reviewer Edwin C. Pauzer,

"This book is a group of essays by New Yorkers who have lived through or dealt with a mayor who is popular everywhere except where he governed, New York City. These authors catalogue Rudy Giulianni's vindictiveness, pettiness, totalitarian approach to governing, and his tight control of information and the press".

The truth is that Rudy had little to do with these accomplishments and nearly everything that he points to today had already ben achieved or were well on the way to being achieved by the time he became mayor. Here are just a few little known facts that fly in the face of the Giuliani camp's distortions.

Who really cleaned up New York? In the early 1990’s, former Mayor Dinkins put six thousand more police officers on the street.

- The city's murder rate fell by 13.7 percent, robbery fell by 14.6 percent, burglary fell by 17.6 percent, and auto theft fell by 23.8 percent.

- The city's crime rate dropped in all seven FBI major-felony categories for the first time in nearly four decades.

- The notorious porn shops and movie houses along 42nd Street had already been shut down.

- The last graffiti-covered subway car had been taken off the line in 1989, under Mayor Ed Koch who preceded Dinkins.

Rudy Giuliani was also despised by most middle and working class New Yorkers. During his time in office he was the declared public enemy of working people and the poor. Rudy eviscerated social programs and services, callously removed poor women and children from public assistance and welfare, attacked unions, instigated an unprecedented campaign of racist police brutality and ordered the police to conduct aggressive sweeps to keep the homeless off city streets and out of the line-of-sight of tourists.

Let the truth be known.

When mayor of New York, Rudy appeared to pander to racist ideology and by most objective means of identifying and measuring this, his actions in office certainly backed this up. His immorally hyper-aggressive law enforcement policies were a very clear mandate to the his Police Department to terrorize the African American and Latino communities.

What followed was an extreme zero-tolerance policy, resulting in almost 70,000 people suing the city for police abuses and Giuliani's policies even angered the police.

James Savage, then-president of the Patrolmen’s Benevolent Association, told the Daily News in reaction to Giuliani's policies,

"If we don’t strike a balance between aggressive enforcement and common sense, it becomes a blueprint for a police state and tyranny".

Let’s look at a few of the more well known incidents:

In 1995, two young Puerto Rican men Anthony Rosario and Hilton Vega were shot in the back and killed by two New York City detectives in the Bronx. Evidence showed that when they were killed, they were laying face down on the floor and an independent autopsy revealed that Rosario was shot fourteen times in the back and Vega was shot eight times in the back.

One of the detectives, was Rudy Giuliani’s former bodyguard Patrick Brosnan. So what did Giuliani do? First, he had the audacity to call the police officers to commend them on their actions and then when Anthony Rosario’s mother Margarita called in to his radio show, Rudy talked over her, insisting that gunfire was exchanged and that her son had a criminal record. Both of these statements were lies. Giuliani also told the dead man's mother that perhaps she should look at her parenting skills to help explain why her son died. Is this the kind of person we want as president?

This racist culture was also evident when Rudy’s cops tortured and sodomized Abner Louima in a Brooklyn police station in 1997. Louima being pulled out of a crowd of protesters by cops shouting racial epithets, he was kicked and beaten in their car. Louima was brought to the police station, where the cops who transported him from the scene of the arrest handed him over to Officer Volpe. Volpe told the other cops,

"This collar is mine." Volpe and another cop took Louima to the bathroom and closed the door. One cop said, "You ni*gers have to learn to respect police officers." Another threatened, "If you yell or make any noise, I will kill you." As Abner Louima was being assaulted in the precinct, one of the cops shouted, "This is Giuliani time, not Dinkins time."

Louima was then brutally sodomized with a toilet plunger. Louima yelled out in pain. But, he said, "No cops said anything. None came to help me." Louima suffered serious internal injuries. But instead of receiving immediate medical attention, Louima was thrown into a holding cell, where he continued to bleed from his wounds.

Even after the killing of Amadou Diallo, who was shot forty-one times in the hallway of his building in 1999, Giuliani maintained his defense of the police and his opposition to any kind of reform of the NYPD, claiming that his aggressive law enforcement policies had resulted in a drop in crime. That was a lie. The statistics clearly show that any reduction in crime started three years before Giuliani became mayor and was part of a national trend and had next to nothing to do with Rudy Giuliani’s policies as mayor.

Guiliani also initiated a policy to treat misdemeanors as being equal to more serious crimes. This devastated minority communities as the new "stop and frisk" policy suggested that all African Americans and Latinos were possible criminals. Attorney General Eliot Spitzer reported that Latinos were stopped 39 percent more often than whites during Giuliani’s administration, while African-Americans’ were detained 23 percent more often.

Rudy's record on race when he was mayor was horrendous and no one is less qualified to run a country then he.

One of the nation's largest firefighters unions has accused Republican presidential contender Rudy Giuliani of committing "egregious acts" against firefighters who died in the Sept. 11, 2001, terrorist attacks.

In a draft letter, the International Association of Fire Fighters criticize the former New York City mayor for cutting back on the number of firefighters searching the rubble of Ground Zero for the remains of other firefighters.

The letter reads in part: "Many people consider Rudy Giuliani 'America's Mayor,' and many of our members who don't yet know the real story, may also have a positive view of him. This letter is intended to make all of our members aware of the egregious acts Mayor Giuliani committed against our members, our fallen on 9/11, and our New York City union officers following that horrific day."

Giuliani was a disaster for NYC and during the entire 9-11 debacle. He did nothing at all but walk around in a mask. Firemen died because of his incompetence. He stopped recovery efforts when they found the gold. He is immoral and reactionary. He is a racist as well.
