Looks like it was filmed by Dutch TV. It comes in after the actual scuffle, you can hear Billo say "SOB" then mumble low class a couple of times. The guy with the yellow and blue tie is the Secret Service agent that you can see in other pictures coming between O'Reilly and Obama's body guy (the guy furthest to the right in the pic).

Best part? At the beginning the t.v. lady saying "Oh my god.... who is that? Did you get that? Very funny." (aprox- at the beginning though she did sound alarmed.)

Guess Bill is not that big in the Netherlands.
