Why does he seem arrogant? He does not brag or boast or name drop like the former first lady, he does not discredit or invalidate her like she does to him. Barack came from humble beginnings, Bobby was humbled in his family because he was the "runt". I don't know if I would call it "hype", I distinctly heard a speech Bobby gave where he used judgement and I have never heard praise about his experience while helping his brother as validation. America is more cynical now than in 68' they loved Bobby because of his message and his connection to the masses.
