The tenth Anniversary of the Kyoto Protocol has inspired a ten day UN-sponsored conference on climate change in Bali, Indonesia. Delegates from around the world have met to discuss plans for strict carbon dioxide emissions caps. But the United States still has not ratified the agreement, and continues to be the world's largest polluter.
