You raise interesting possibilities under the assumption that there are connections to what you call an "unwholesome element." I believe that the mortgage companies involved in sub-prime lending ARE the unwholesome element. Clean clothes, professional manners, and "nice" offices are simply a cover for crime. I'm certain there are polite pickpockets the world over.
It's probably just me, but you have to wonder if many of these "sub-prime" and "Alt-A" mortgage lenders targeting the Lower Classes and Dregs of Society were really money-laundering operations involving the Proceeds of Crime, or otherwise had notorious connexions to the weird and unwholesome element.
If the latter, such might have been a rather interesting opportunity to avoid attracting police attention in a creative manner.
