America's 40-year War on Poverty has been a failure mainly because of it's failure to focus on the true needs of poor families and the communities in which they live.
In 2007, we still have 12% of America's population living below the Federal poverty standard despite having spent $7 Trillion to end poverty since 1965.
Joe Biden is wrong. Focusing mainly on a child's education is wrong. We need to focus on the individual child, their individual family members, and especially the poor communities in which they live. The government should be helping poor people to learn to help themselves, not trying to take care of them as if they are simply ignorant slaves or chattel. We need to find ways to give poor people "ownership" of the communities in which they live.
All across America, cities are focusing billions of development dollars on rebuilding and restructuring their downtown areas. But, the surrounding poor sections, the "ForgottenTowns" of America, are being ignored. There isn't any real development focus in these areas, and in fact, money is being moved away from these areas into downtown.
If we want to solve the poverty problem in America it will take a tremendous cooperative effort that must be led by American business and the rich. Thomas Cousins, a multi-millionaire from Atlanta, GA has already shown the way to do this with the successful turn-around of the East Lake Community. Now, we just have to utilize that East Lake Model in every other city in America.
