JOHN MCCAIN: "I have also pledged to meet with the governors to solicit their ideas about the best way to provide insurance to those that are denied coverage under current practices. I'll build a guaranteed access plan or GAP that would reflect the best experiences of the states. I'll work with congress, with the governors, with the industry to make sure that it's funded adequately and has the right incentives to reduce costs such as disease management, individual case management and health and wellness programs. My reform will change the practice of medicine in America."
