JOHN MCCAIN: "And now we need to come to the . . .quote, 'uninsurables.' People with chronic diseases or preexisting conditions. My friends, obviously if you can't get insurance you're in deep trouble, we all know that, we all know that. But we need to have what is called GAP, guaranteed access plans, and there are states that are working on it right now. In the state of Florida, their Governor Charlie Christ, is talking about a plan called "Cover Florida." In 20 states they have already taken measures to reduce the size, or, or, or, uh, cap the premiums for people who are, who have these conditions. We must work with the Governors. And we may have, we'll have to establish a fund, working with the states and the Governors and the legislatures and the patients. And we will provide, and we will provide the needed care for those who have chronic diseases or preexisting conditions . . . But in the meantime we need to have more choice and competition and health care for every person in America . . ."
