JOHN MCCAIN: "[In] every state there's this disparity between the wealthiest and the well-off areas of a state or city or neighborhood and those that are less well-off. One of the great disparities in America that's got to be corrected is that we have kind of a two-tiered education system in America. Those who come from affluent areas have access and abilities to a fine education and a quality education.

"Those who live in less affluent areas and in the lower economic levels, which many times is—has some ethnic implications, as you know. They don't have access to a quality education. That's got to be rectified in America.

"It is a situation that we have too long ignored and I'm not saying there's a huge role for the federal government in that in the funding area. But certainly there's an opportunity for people in America who are lower-income."
