Should he ignore 90% success; accept ZERO success and paralyze the government?

A practical legislator will settle for 90% of legislative success until the legislator can achieve 100% success!

Votes now for Telecom immunity, FISA while Hillary voted against it (Edwards said he was against it too), and sides with Scalia and Roberts on executing people who haven't killed anyone!!!.
