MITT ROMNEY: So we have to make sure that we enforce the law and there's not additional incentives for people to come here. So, I'll tell you, if there is a state in America that gives out driver's licenses to illegals, I'll cut back on their federal highway funds. If there is a state that says we're giving in state tuition credits [applause] --if they give in-state tuition credits and scholarships, I'll cut back on their higher education funds. And if there is a city that say its a sanctuary city and they're not going to enforce the law, I am going to cut back on funds for those cities . . .
