Distress Signal
U.S. Code, Title 4, Chapter 1, Section 8(a) states, "The flag should never be displayed with the union down, except as a signal of dire distress in instances of extreme danger to life or property." The emphasis is on extreme and imminent and personal. This is not to be used as an objection to war or other government policies.
To explain this more, simply look no further than the County of Kauai local government and its leaders for negligence at all levels. Stories of police corruption go far beyond peoples front doors.
The heartless breed running rampant within the Kauai Police Department has never been disciplined, only promoted or reassigned.
Until President George Bush is impeached and the American Justice System is restored to encompass our original Constitutional Bill of Rights as set forth by the founding fathers of this nation, the American flag should be flown upside down as a sign of DISTRESS. Americans rights in Hawaii are at great risk of being abused and denied.
