He is researching the nature of political Islam and downloaded an Al Qaeda manual from the US department of Justice web-site as part of his research. He emailed the manual to a friend, Hicham Yezza, asking him to print it off on his behalf. This was reported to the police. His friend is now being deported to Algeria as a result. I can't imagine a more important change that could be made than to save young American lives and the catastrophe that would have ensued if that kind of a proposal had been implemented. The second thing is I think, if you ask Secretary Rumsfeld, if you ask the appropriators and my colleagues, if you asked Mr. Abramoff where I led the investigation of the corruption that surrounded that, it would be very clear that I had been an agent for change and had made very beneficial changes including the fact that the Abramoff scandal led to improvement in ethics and rules of ethics and behavior in The Congress of The United States. So, I have been very active in change. But the point is you've got to have the knowledge and the background and experience to know how to make those changes. For example I know how to fix defense acquisition. I know how to fix many of the problems that are there because I have been there. I'm proud of my record. I believe under President Reagan we passed anti-torture convention. There's the Detainee Treatment Act, there's all kinds of laws that prohibit torture. Water-boarding is torture and I don't think there's any doubt about that. And I know there's some people that say well, you'd have to use it under certain circumstances. Well, I just don't accept that ... I noticed that the Israelis don't use torture ... If we use torture on people, I don't think that it helps us differentiate between ourselves and the people we're tryin' to defeat.
