Mitt Romney
Town Hall
Muscatine, IA 12/13/07

TRANSCRIPT:
QUESTIONER: . . . you just mentioned the fact that we're importing a third of oil . . .

MITT ROMNEY: It's actually 60% of our oil comes from foreign countries and it's a third of our . . . current account defecit . . .

QUESTIONER: . . . I've listened to a number of politicians and the one thing that I never hear is why aren't we developing the oil reserves that we have available to us. Certainly we're seeing some of our . . . adversaries . . . coming in and drilling for oil fairly close to our shores . . . if it isn't economically viable now, when will it be? I just don't understand how we can continue down the path that we're going without exploring some of the resources that we know are available to us.

ROMNEY: You said it well, I can't disagree with you. You know, we've talked for years now about the largest reserve that we're aware of, which is in ANWR, in Alaska, the people of the state of are very anxious to have developed. Time and again, they say, please come in and develop this . . . there's drilling in the outer continental shelf, for me that's very much part of the picture . . . I think that the president has to be not just the commander in chief or the communicator in chief and talk to the American people about the consequences of not developing our resources . . . if you don't want nuclear power and you don't want to drill for oil and you don't want clean burning coal, then what that means is $100 oil, then it's going to be . . .$3 a gallon then $5/gal. then to $8/gal. then $10/gal. and by the way that means it'd be pretty tough living around here. Heating your homes, it's $1500 for a winter, it's going to be $3000 and then $6000, those are the kind of consequences that show people . . . but we have to make those kinds of decisions today. A nuclear power plant doesn't get built in two or three years.

QUESTIONER: Does that mean that you're going to be advocating then that we do drill?

ROMNEY: Absolutely, absolutely. I am going to advocate that we drill for domestic oil on the outer continental shelf and in ANWR, we'll do that in conjunction with states . . . Alaska is the easiest. The people of the state want us to drill there . . . the Democrats are listening to extreme environmentalists who say no. Well, have they thought about the consequences of not developing any additional energy resources? . . . Look at the French. Well, the French are kind of a liberal people as we know . . . 80% of their power comes from nuclear power plants . . .

Energy is currently the most debated issue on Capitol Hill, and Republicans in Congress have seized the moment to stage a political coup, blaming Democratic resistance to expanded domestic oil drilling for high gas prices.

JOHN MCCAIN: Quite rightly, I believe, we confer a special status on some areas of our country that are best left undisturbed. When America set aside the Arctic National Wildlife Refuge, we called it a "refuge" for a reason.

But the stakes are high for our citizens and for our economy. And with gasoline running at more than four bucks a gallon, many do not have the luxury of waiting on the far-off plans of futurists and politicians. We have proven oil reserves of at least 21 billion barrels in the United States. But a broad federal moratorium stands in the way of energy exploration and production. And I believe it is time for the federal government to lift these restrictions and to put our own reserves to use.

This week's Meet the Bloggers was practically dripping in oil. It's an issue affecting all of us, from the exorbitant price of gas to the war in Iraq, from the billions in subsidies for oil companies to the catastrophic environmental destruction brought on by Big Oil. Senate Majority Leader Harry Reid (D-NV) sat down with Meet the Bloggers host Cenk Uygur and FOX Attacks blogger Jonathan Kim to discuss ways to combat Big Oil and reach energy independence.

Sen. Reid emphasized the need to cut off government subsidies for oil companies and talked about how speculation has led to us paying up the "you-know-what" at the pump. Uygur and Kim also directed Reid's attention to the Republicans' overt lies about how unsafe offshore drilling is for our environment. For instance, conservatives, led by John McCain, have been claiming that Hurricanes Katrina and Rita caused no oil spills, when the truth is that those two spills alone caused 124 spills for a total of 743,700 gallons, according to some estimates.

In part 2 of this interview, Sen. Reid explained ways to get off Big Oil and invest in alternative energy sources. He fielded questions from the audience, and then praised bloggers for framing the energy debate and using their influence to combat Big Oil and conservatives alike.

That cued our featured bloggers: Kevin Grandia (DeSmogBlog), Nico Pitney (Huffington Post), and Matt Stoller (Open Left). They discussed the oil framing game; who will truly benefit from offshore drilling; the biggest Republican flip-floppers on oil; the need to nationalize the oil industry; and the disastrous consequences of Republicans getting their way. All told, it was a truly inspired discussion and hopefully it will prompt politicians to pay attention to this incredibly important issue.

You can check out the full show at http://meetthebloggers.org/. Meet the Bloggers airs Fridays live at 1pm ET.

Speech
Aiken, SC 12/10/07

TRANSCRIPT:
MCCAIN: "ANWR is one of the pristine places in the world, I wouldn't drill in the Grand Canyon either, and I wouldn't drill in the Everglades. I've seen the Exxon-Valdez problem, and I've seen other problems, and I'm reluctant. The amount of oil that would be generated out of there, from what I understand is limited, and so I've just come down on the side of the environmentalist on this one and would like to focus my efforts on the proposals that I outlined in my statement. And I know there are people who strongly disagree with that. But that's why I'm known-- Lindsay's about to replace me in the Senate as Miss Congeniality."

Town Hall Meeting
Ypsilanti, MI 01/15/08

TRANSCRIPT:
QUESTIONER: "I would just like to know if you would ever start drilling in Alaska. . ."

JOHN MCCAIN: "Not in ANWR nor in the Everglades, nor in the Grand Canyon nor off the coast of Florida, nor of the coast of California unless those people wanted it done. Just like I won't touch Michigan's water supply unless the people of Michigan wanted it. That's a fundamental federalist principle I have . . . if the states and others want to have drilling off their coast, such as Louisiana does then that's fine with me. We're doin' a great deal off Louisiana. The people of California don't want to and as a federalist, I will respect that as well . . . this happens to be one of the most pristine and beautiful parts of the world and I would preserve it . . . but to think that ANWR drilling is somehow a solution to our incredible need for energy is just frankly not in keeping with reality . . ."

Town Hall Meeting
Kalamazoo, MI 01/14/08

TRANSCRIPTION
JOHN MCCAIN: "We need to drill more. We need to go back to areas that can be more efficient and drill there. I gotta tell ya again. Sometimes: a little straight talk.

"The people of California don't want the drilling off the coast of California. I have to respect that. Just as if it was the people of Michigan don't want water taken out of lake Michigan or the Great Lakes I have to respect that."

"The key to our success is not finding more oil. That would certainly be new technologies where we can extract oil from things like shale and others. Those technologies can help us a lot.

"I think the real key to it is the development of technologies, which take us off dependence of oil. Whether it be foreign or domestic. In the short term we need to exploit more of our domestic oil reserves, I agree with that.

"I don't agree with ANWR I think it's a pristine part of the world that I just don't think you ought to or need to go to."

"I think the key to it is to unleash American technology."

John McCain
Town Hall
Philadelphia, PA 06/11/08

TRANSCRIPT:
QUESTIONER: . . . obviously the economy's not in very good shape right now, one of the main things is our energy dependence on foreign oil. Would you consider opening up the Alaskan National Wildlife Refuge to drilling? [applause] And what can be done to incent the oil companies to invest more in refineries to help in that capacity?

JOHN MCCAIN: . . . I still, I understand the attractiveness of it but I would also say to you, I would not drill in the Grand Canyon, I wouldn't drill in the Everglades and I believe that this area should be kept in pristine preservation. [applause] But! let me say also, I respect the rights of states to control what goes on off the shores of those states, along their coasts. But I think that we ought to tell the state of California and tell the state of Florida that we will drastically increase the amount of revenue that they, those states will receive if they will allow exploration out along their coasts. [applause]. I don't know if they would agree to it or not but I'd like to offer more incentives for exploitation of natural gas and oil off of our coast. And I think we could, because of the different environment we're in now, because of this incredibly pain, incredible pain that people are experiencing at the gas pump, that maybe we can work with the states and have a, a greater access to what we know are reserves of natural gas and oil . . .

The following posting from Shakespeare's Sister, as seeks to discredit a number of conservative "talking points" vis-a-vis high oil prices (and offering remedies which, come to think of it, amount to "good concept, but no sense" when all is said and done), makes some valid points as make it worth sharing:

Truth and right-wing talking points generally go together like oil and water. Especially when the talking points are actually about oil. Because like most other right-wing talking points, the most common ones simply are not true.

Americans are getting gouged by high gas prices.

False.

From CNNMoney:

Relatively low taxes have kept pump prices far below most other developed nations, which some say is precisely why the current runup is so painful.
Despite daily headlines bemoaning record gas prices, the U.S. is actually one of the cheaper places to fill up in the world.

Out of 155 countries surveyed, U.S. gas prices were the 45th cheapest, according to a recent study from AIRINC, a research firm that tracks cost of living data.

The difference is staggering. As of late March, U.S. gas prices averaged $3.45 a gallon. That compares to over $8 a gallon across much of Europe.

So why does a price rise at the pump hurt Americans? Because we use more.

On a per capita basis, Americans use three times more oil than Europeans, he said. That means Americans are more exposed to rising gas prices than their counterparts across the Atlantic.

"There has not been a single new refinery built in America since 1976."

No one's offering to build any. No profit in it.

From Carol Browner, then administrator of the Environmental Protection Agency and Henry Waxman in 2000 during the Potential Energy Crisis in the Winter of 2000 hearings:

Mr. Waxman. Ms. Browner, do you know how many applications EPA has received since the early 1980's to build new refineries?

Ms. Browner. For brand new ground-up?

Mr. Waxman. Brand new refineries.

Ms. Browner. We may have gotten one in 25 years. One.

Via TomPaine.com:

Indeed, at a Senate hearing last year, BP1s chief executive officer explained that "[refinery] margins over the last 10 to 15 years have not been high enough on average to justify building a new refinery." And in a recent closed-door briefing with congressional aides, an Exxon Mobil official said that company foresees no need to build new refineries at least through the year 2030.

Environmentalists won't let us drill in Alaska National Wildlife Refuge (ANWR).

So?

From the National Resource Defense Council:

What would America gain by allowing heavy industry into the refuge? Very little. Oil from the refuge would hardly make a dent in our dependence on foreign imports--leaving our economy and way of life just as exposed to wild swings in worldwide oil prices and supply as it is today. The truth is, we simply can't drill our way to energy independence.

Although drilling proponents often say there are 16 billion barrels of oil under the refuge's coastal plain, the U.S. Geological Service's estimate of the amount that could be recovered economically--that is, the amount likely to be profitably extracted and sold--represents less than a year's U.S. supply.

It would take 10 years for any Arctic Refuge oil to reach the market, and even when production peaks--in the distant year of 2027--the refuge would produce a paltry 1 or 2 percent of Americans' daily consumption. Whatever oil the refuge might produce is simply irrelevant to the larger issue of meeting America's future energy needs.

We're not allowed to drill for oil anywhere in the U.S.

False.

From CommodityOnline.com:

Since 2000, oil companies working in the U.S. have doubled the number of wells drilled per year--with a glaring lack of results.

From Wikipedia:

No oil fields of similar size to the ANS reserves have been found in the US since 1970. With over 2.3 million wells having been drilled in the US since 1949,[43] there are very few unexplored areas left where another supergiant oil field is likely to be found.

From WorldOil.com:

The number of US producing oil wells grew slightly by 0.5% in 2006 to 500,785 wells from its 498,454 total well count for 2005, as reported by state agencies and estimated by World Oil. This is the first gain in oil producers since 1991's well count of 610,204.

The US gained 2,331 net wells in the past year. Significant gains occurred in four states: Pennsylvania, California, Texas and Colorado. Modest gains were seen in 10 other states. Thirteen states and the Federal OCS sustained losses, while three states had no change in their well count.

As was true last year, seven states-Texas, Oklahoma, California, Kansas, Ohio, New Mexico and Louisiana-hold the largest number of producing wells. These states have 77% of the US producing oil wells.

Texas continues with the largest well count at 144,424, up 1,219 wells, a 0.9% increase from last year's 143,205 well count. District 9 expanded its producers the most, increasing its count by 539 to 19,727 producers. Districts 5, 7C, 8, 8A and 10 also had triple-digit increases: 211, 314, 309, 529 and 397 respectively. District 1 again had the largest reduction, off 871 wells.

We need to cut taxes on gas.

This would be like trying to cure alcoholics by giving them more to drink.

For example, Europe's stronger social safety net, including cheaper health care and higher education, is paid for partly through gas taxes. ...

... Revenues from Europe's high gas taxes are used to fund a variety of things. One thing they have built is better public transportation, said Peter Tertzakian, chief energy economist at ARC Financial, a Calgary-based private equity firm. ...

... There is some evidence Europe's high gas taxes have capped its oil consumption.
Oil use in the United Kingdom has basically stayed flat from 1980 to now, while in France it's dropped 17%, according to figures from the Energy Information Administration.

In the U.S., meanwhile, oil use is up 21% over the same period, although the country has added more people and seen its economy grow slightly faster.
Americans have taken advantage of cheap gas prices to do other things - like buy bigger cars and bigger houses further away from city centers, said Schipper.

OPEC is screwing us.

False.

From the Associated Press:

The Organization of Petroleum Exporting Countries - which supplies about 40 percent of the world's crude - insists it's supplying more than enough oil.
Instead, many observers blame speculative traders for bidding up the price as a hedge against inflation and as protection from the sinking U.S. dollar. Some see that as evidence of a bubble.

It's also becoming harder and more expensive for oil companies to find and tap new petroleum reserves - a troublesome scenario given forecasts that the world's energy needs will escalate by more than 50 percent in the next two decades.

And, by the way, the No. 1 exporter of oil to the U.S. is Canada. No. 3 is Mexico.

So why are prices at the pump rising in the U.S.? A weak dollar, oil companies that are interested only in the bottom line, speculators . That's about it.

From Reuters:

[OPEC], which pumps more than a third of the world's oil, has long argued high oil prices do not reflect oil market fundamentals and are being driven by speculation.

Influential Saudi Oil Minister Ali al-Naimi reiterated the view in remarks published on Friday, saying speculation was behind triple-digit oil and made it impossible for any organisation to control price movements.

"Today there is no link between oil (market) fundamentals and prices," he told Moroccan newspaper Asharq al-Awast.

"The duty of oil exporters is to make sure that fundamentals are healthy," said Naimi. "If these fundamentals were stable and fulfil market needs, then there is no need to raise or decrease production," he added.

Not that any of this matters, of course. You'll still hear everyone from President Bush on down spouting these talking points. Facts never get in the way of a good right-wing attack, after all.
