<p>As fighting rages in Basra, the White House is unleashing a forceful spin campaign to frame the Iraqi government's offensive there as a positive outcome of the U.S. troop surge and a symbol of better days to come.</p>
<p>Speaking to an invitation-only audience at an Air Force base in Dayton, Ohio, this morning, President Bush argued that the Basra incursion "shows the progress the Iraqi security forces have made during the surge" and "demonstrates to the Iraqi people that their government is committed to protecting them. . . .</p>
<p>"The enemy, you know, will try to fill the TV screens with violence," he scoffed. "But the ultimate result will be this: Terrorists and extremists in Iraq will know they have no place in a free and democratic society."</p>
<p>But is the bloodshed in Basra an example of a unified central government asserting itself and the Iraqi army standing up? Or is it further evidence of the internecine strife ravaging the country? Will Basra become a symbol of the restoration of the rule of law? Or will it turn out to be a step toward heightened violence?</p>
<p>There is plenty of reason to doubt the White House spin.</p>

<p>JOHN MCCAIN: "We work everyday to get them the supplies and the equipment they need. They are the best equipped military in history. And from just being there, just being there and with the troops. They believe they are succeeding, they believe they have good equipment, they believe they could have better equipment. But I've talked to thousands of them. And they're morale is good because they are succeeding. I've been there when six hundred and some of them reenlisted to stay and fight in Iraq. And I will continue, as a member of the armed services committee, to do everything in my power that they are fully equipped, fully ready. But the fact is, the equipment that they are using today, although certainly lacking in many areas, is helping them succeed and they have now . . . been able to secure large areas of Iraq which are now secure. . ."</p>

<p><p>Another day, another <a href="http://www.guardian.co.uk/Iraq/Story/0,,2228690,00.html">fiasco in Iraq</a>:</p><blockquote><p>The <strong>full scale of the chaos left behind by British forces in Basra</strong> was revealed yesterday as the city's police chief described a province <strong>in the grip of well-armed militias strong enough to overpower security forces and brutal enough to behead women</strong> considered not sufficiently Islamic. </p></blockquote><p>See? See how much better things are since we invaded?</p><blockquote><p>As <strong>British forces finally handed over security in Basra province</strong>, marking the end of 4½ years of control in southern Iraq, Major General Jalil Khalaf, the new police commander, said the occupation had left him with <strong>a situation close to mayhem. "They left me militia, they left me gangsters, and they left me all the troubles in the world.</strong>.." </p></blockquote><p>But they had inky purple fingers! Remember? Remember how swell that was? Well now we have this:</p><blockquote><p>Major General Graham Binns, who led British troops into the city in 2003, said the province had "begun to regain its strength". He added: "<strong>I came to rid Basra of its enemies and I now formally hand Basra back to its friends</strong>."</p></blockquote><p>Ooops! I meant, <em>this</em>: </p><blockquote><p><strong>· Basra has become so lawless</strong> that in the last three months 45 women have been killed for being "immoral" because they were not fully covered or because they may have given birth outside wedlock;</p><p><strong>· </strong>The <strong>British unintentionally rearmed Shia militias </strong>by failing to recognise that Iraqi troops were loyal to more than one authority;</p><p><strong>· Shia militia are better armed than his men and control Iraq's main port</strong>.</p></blockquote><p>None of this had to happen. This is Bush's war. </p></p>
