And any objective observer would tell you that. </p> <p>ZAHN: So as president what would you do about that? How do you stop that?</p> <p>MCCAIN: I would lead America. I would lead America, and I would tell the American people to clean up this mess. My friends, how many people just were shocked when they filled up their gas tank? You know what Congress is doing today to try to address our energy problems? They're in gridlock. Gridlock, doing nothing. We're doing nothing. It's time American's put our country first and our party second. [...] If you asked anyone who observed our efforts to enact this legislation at the time, they will tell you that it is was the influence of the tobacco company. Now there were many members of Congress, and I don't know which ones that had honestly held views about in opposition to the legislation that we reported out of the committee that I chaired. And I respect those honestly held views, but I also believe that the tobacco companies played a very big role in making sure that legislation did not pass the United States Senate. </p> <p>ZAHN: So what is it that members of Congress are afraid of in going up against the tobacco lobbyists? I mean obviously we know the kind of money that is contributed to campaigns. Above and beyond that, what is their fear?</p> <p>MCCAIN: I'm not sure that they're fear, I think that they're rewarded. </p> <p>ZAHN: Rewarded in what way?</p> <p>MCCAIN: Campaign contributions, many other ways. There's many ways that that happens in Washington. </p> <p>ZAHN: And how do you stop that? </p> <p>MCCAIN: Well, the American people are sick and tired of being sick and tired. And they want Washington cleaned up. And I will lead that effort. I didn't win Miss Congeniality in the United States Senate again this year because I took on the special interests, I've taken on the special interests. I've joined with Russ Feingold with campaign finance reform, I have joined with Ted Kennedy on immigration reform. [...] So, I've taken on the special interests and I've fought against them. And as President of the United States I think I can be much more effective. As president, would you support an increase of a Federal tax on tobacco? </p> <p>MCCAIN: I don't think I would, because I don't think the money is being spent on the state taxes right now. I would have to be confident before I would consider it that it would not be taken by the Congress and put into general revenues. The way the states have done with the tobacco taxes that they impose and they put it in the general revenues. And my friends, before they became completely in the tank we were showing reductions among young peoples use of tobacco through the effective use of anti-tobacco funds and advertising. And it was all over America, particularly in some states like California. So my first thing that would have to happen is I have to be assured that that money would be put in the right place. </p> <p>And to tell you the truth, I am not confident that the Congress of the United States would do that. Because, does anybody here have confidence in Congress? Please raise your hand, you're one of the 9 percent approval rating of Congress today. </p> <p>ZAHN: So is there any circumstance that could be proven to you, if there was a direct correlation between taxes going up and the use of tobacco going down?</p> <p>MCCAIN: It would have to be proven and frankly the constitution of this Congress, they couldn't prove it to me, because I don't believe them. I don't. I've seen corruption in Congress. Ok? We have former members of Congress now residing in Federal prison. So, we'd have to clean up Congress and I think the American people are ready to do that. </p> <p>And by the way, I'm not for raising anybody's taxes. I believe that today, still, the influence of special interests in Washington [has] crowded out the interests of the average citizens of the United States of America who are not represented by big money interests in Washington. Before we passed our legislation, it was routine for a trial lawyer, a union leader or a corporation executive to be called by a powerful member of Congress and say, I need a 6-figure or sometimes 7-figure check from you, and by the way, your legislation is up before my committee next week. And that's where all this earmarking and pork-barrelling also that corrupted us. </p> <p>"Corruption. I don't use that word lightly, my friends. We have former members of Congress residing in federal prison. If that isn't corruption, I don't know what is. So, we tried very hard. And I'll continue to try very hard to reduce the influence of special interests.</p> <p>"Look at the energy bill. I voted against the energy bill. Senator Obama voted for it. Look at the farm bill. [...] </p> <p>"So I'll continue to work to try to clean up and reduce--maybe never eliminate, but reduce the influence of special interests in Washington, DC. And I'd like to tell you that I think that in Washington today that your interests are uppermost. And I don't think they are in a lot of the legislative business that we do. So we'll have to continue to work to try to make sure that we can eliminate some of these very terrible practices that have become commonplace. "</p> <p>JOHN MCCAIN: "The greatest change that could be made for America is the change that I and others have made in the strategy in Iraq. Governor Romney called for a planned withdrawal, which would have meant al-Qaeda wins. Then we were fighting for abandoning the Rumsfeld strategy and adopting the Petraeus strategy. I can't imagine a more important change that could be made than to save young American lives and the catastrophe that would have ensued if that kind of a proposal had been implemented. The second thing is I think, if you ask Secretary Rumsfeld, if you ask the appropriators and my colleagues, if you asked Mr. Abramoff where I led the investigation of the corruption that surrounded that, it would be very clear that I had been an agent for change and had made very beneficial changes including the fact that the Abramoff scandal led to improvement in ethics and rules of ethics and behavior in The Congress of The United States. So, I have been very active in change. But the point is you've got to have the knowledge and the background and experience to know how to make those changes. For example I know how to fix defense acquisition. I know how to fix many of the problems that are there because I have been there. I'm proud of my record. And bad things are going on. We recently not that long ago tried to build a ship called 'a literal combat ship.' It was not Boeing, it was Lockheed. </p> <p>"It was supposed to cost $160M. It ended up costing $400M and they scrapped it. Should someone be held responsible for that? Should a corporation such as BAE not be rewarded for their efficiencies and their saving the tax-payers dollars? </p> <p>"I just looked at a system that's incredibly efficient that's $9K each. Now...uh...so all that I can tell you, sir is that I know how to fix the system. And I'll tell you where we'd start is no more cost-plus contracts. Under President Reagan we built the entire military establishment both materially and morale-wise...uh...we had fixed cost contracts. So I'm not hard on the air force. I'm not hard on the navy and I'm not hard on the marine corps. But I'll tell you what I am hard on. I'm hard on people who waste the taxpayer's hard-earned dollars. And I know how the system works and I know how to fix it. And I know how to get people in who are more interested in saving the tax-payers' dollars. </p> <p>"My friends, Dwight David Eisenhower, at his farewell speech as president of the United States, warned the American people about the excesses of the Military Industrial Complex. And I'll tell you what it does when something like that happens with that tanker and I'll tell you what it does with that literal combat ship that cost $400M instead of 160. It gives corporations like [BAE] a bad name.
