But, in comes Rahm Emanual, first choice for Chief of Staff, his proposal is to have mandatory enlistment of our youth in either civil service programs or military enlistment.</p> <p>Dont let this happen in America! <br />Think for Yourself!</p> <p>Text blocks: <br />Rahm Emanuel:</p> <p>Here's how it would work. Young people will know that between the ages of eighteen and twenty-five, the nation will enlist them for three months of civilian service. They'll be asked to report for three months of basic civil defense training in their state or community, where they will learn what to do in the event of biochemical, nuclear or conventional attack; how to assist others in an evacuation; how to respond when a levee breaks or we're hit by a natural disaster. These young people will be available to address their communities' most pressing needs.</p> <p>Emanuel and co-author Bruce Reed insist "this is not a draft," but go on to write of young men and women, "the nation will enlist them for three months of civilian service." But an increase of a couple of hundred thousand would not have our army out of historic proportion. During the Cold War [] the army had gotten to about, I think, 725,000. Its now at about 500,000. And its been below 500,000. And that was a volunteer army. The 725 was a volunteer army. And it was a volunteer army that was gathered as volunteers after the Vietnam War. So, why do I say that, I say that because were capable even after a war that had a bid effect on moral, of having a volunteer army get up to 700,000. And I just wanted your thoughts on such a service in the United States or kind of a Peace Corps type thing and would the government be involved in that type of structure."</p> <p>JOHN MCCAIN: "Thank you. Obviously as you know from my remarks that I believe that serving a cause greater than your self-interest is obviously the noblest of all causes and I think the noblest of all those is military service for obvious reasons. </p> <p>But I think that after 9/11, we made a mistake. I think that after 9/11, instead of telling Americans to take a trip or go shopping, I think we had an opportunity to call Americans to serve. And that, I believe, we should expand Americorps, we should expand the Peace Corps, we need to expand the military. We should encourage more volunteer organizations, such as the mission you just went on, Habitat for Humanity. So many volunteer—many of them faith-based organizations around the country—so that everybody has the opportunity to serve.</p> <p>I don't believe in a return to the draft and I don't believe that we should force people to serve. But I think we can inspire Americans to serve a cause such as you were just on. And, and in a voluntary fashion, I think it is more effective in that way than to force someone to do it. </p> <p>I also believe that sometimes there should be tangible rewards for that service as well. Such as educational benefits, or other ways we can reward that service. But I, I'm against compulsory service, for a broad variety of reasons, including the fact and I'll shorten my answer but—as many of you know, in reading history, we had a draft for a long time in wars. And the problem with the Vietnam War—one of the greatest injustices—is that we had the poorest people in America serve, who were drafted and the wealthiest, with very rare exception, were able to avoid the draft. I would hate to see a situation like that where service and sacrifice is uneven.
