<p>Meanwhile, the shifting geography of international economic and financial power means that a series of state-controlled actors - including Sovereign Wealth Funds, State-Owned Banks and State-Owned Enterprises, and National Oil Companies - have become important players on the world economic stage.</p>
<p>Mark Thirlwell looks at the resumed battle for the Commanding Heights of the world economy, and asks whether the apparent victory for the free market secured in the 1980s and 1990s is now about to be overturned in favor of the state - The Lowy Institute for International Policy</p>
<p>Mark Thirlwell, Program Director International Economy at the Lowy Institute for International Policy, is a graduate of Cambridge University and has an MPhil degree in economics from Oxford. He has a postgraduate qualification in applied finance at Macquarie University.</p>
<p>Thirlwell began his career as an economist in the Bank of England's international divisions, where he focused mainly on emerging market issues. He also spent some time in the Bank's UK structural economic analysis division. Thirlwell subsequently joined JP Morgan, where he was a vice president in the economic research department with responsibility for Central and Eastern Europe. Before joining the Lowy Institute, Mark was senior economist at the Australian Export Finance and Insurance Corporation from 1999 to 2003, where he worked on country risk issues, with a particular emphasis on East Asia.Thirlwell became an Australian citizen in November 2001.</p>

<br />REPORTER: Sen. McCain has said that [inaudible] of these manufacturing jobs were losing in Michigan are not coming back. Do you agree?</p>
<p>MIKE HUCKABEE: Uh, they could come back. [inaudible] were talking about the auto industry? Cars have to be built somewhere, I dont know why they couldnt be built in Michigan. The infrastructure is here, youve got trained workforce. So, I dont necessarily agree that Michigan is no longer capable of producing automobiles. It think its a matter of once again making sure that the marketplace is such that it can work here. Um, lets find out whats happened other than a lot of competition came in, uh, whatd they do that was so different? I do know that some of the things that happened were legacy healthcare costs. For example, one of the things I learned by studying healthcare costs in my own state was that the healthcare costs in a GM product because of all the extraordinary costs associated with health costs more than the steel that went into the car. And, you know, its very difficult when a company is having to deal with that . . . you cant isolate these issues and say, well, the health issue is over here by itself and education is out here by itself . . . its one perspective that I think governors bring to the White House thats critically important to succeed as a president. Understanding the integration in these issues.</p>

<p>MIKE HUCKABEE: I think the soul is once again recaptured as the soul of America. Our party ought to be the party of everybody. It ought to be an inclusive party where people feel, whether they are at the top or at the bottom or somewhere in the middle that they have a home in the Republican Party. Its real interesting to hear Fred Thompson talk about Ronald Reagan last night because Fred Thompson supported Gerald Ford in 1976 and not Ronald Reagan, he supported Howard Baker in 1980 and not Ronald Reagan. I appreciate his recent conversion but some of us worked for Ronald Reagan back in the early days. Our legacy goes back a little further.</p>

<br />RUDY GIULIANI: What is the proper role of the federal government in the subprime mortgage crisis? The proper role of the federal government is to have fiscal policies that support our economy and make it strong, so that the effect of the subprime mortgage situation doesn't bleed over into the rest of the economy and just the opposite happens: the rest of the economy bleeds back into the subprime situation and gives people more liquidity, more assets or more liquidity actually and gives lenders confidence that our economy is going to grow. So, I would, I would do things that bolster the general economy. Things that are fiscally sound. The, the, the Fed deals with monetary policy, the United States government should deal with fiscal policy. Lowering some taxes right now would be a good thing to do because it would stimulate our economy. Doing a government reduction of spending programs on the civilian side would be a very good thing right now, because it would create more confidence in the economy. And then I think the program that Sec. Paulson announced, uh, about two or three weeks ago of asking lenders voluntarily to extend the, uh, the rate for five years. I think that that's a good answer, it's a better answer than the government coming in and doing some kind of direct bailout. Better answer that it's voluntary. But I think you'd find that there'd be more compliance with that if the lenders had a little more confidence that the economy was going to grow. That's why, if you do fiscally sound policies at the same time; when you're going to these lenders and you're asking them where you can see your way clear to stretch out the rate for five years, I think if they thought there was a chance that they were moving into a growing economy, many more of them would do it. And I think that's how the federal government affects it, not with, not with direct bailouts, which I think would be, would ultimately be a mistake.</p>

<p>From January 2001 to February 2002, David Frum was special assistant to President Bush for economic speechwriting.</p>
<p>Frum was an editor on the editorial page of the Wall Street Journal from 1989 until 1992. In 1992-1994, Frum wrote the law column at Forbes magazine. Between 1994 and 2001, Frum was a senior fellow at the Manhattan Institute for Public Policy Research.</p>

America's always been the world's economic super power, or as long as I can remember, and yet we face a new series of competitors. Emerging in Asia are nations like China and India and others. That are going to be tougher than we faced before. And we're going to have to raise the bar in this country, competitively, to stay ahead. Some will say, "Put a wall around us; we can't compete." But if we do that, we're resigning ourselves to become a second tier nation, with a second tier economy. Ultimately a second tier military. That's not a world you want to give your kids and grandkids. We have to compete and we have to succeed. We'll make sure the playing field is level, in that competition but it's a new generation of challenges. Now, I'm confident that we're going to overcome the challenges and our future is brighter than our past.</p>

In one example, a woman could not kiss her daughter goodbye on a school trip because she had not been vetted. In another, a mother was surprised to be told by another parent that she and her husband were "CRB checked" when their children played together. In a third example, a father was given "filthy looks" by a group of mothers when he took his child swimming on his own in "a scene from a Western when the room goes silent and tumbleweed blows across the foreground". As a result ordinary parents - many of whom are volunteers at sports and social clubs - now find themselves regarded "potential child abusers".</p>
