Just in time for election year, Paris returns to the now-seemingly apolitical world of hip-hop to once again inject his patented form of sonic vitriol into the musical landscape with his latest release, Acid Reflex. With commentary on a wide range of topics including black-on-black crime and violence, the ongoing problem of police brutality, illegal and immoral wars, the crooked arena of politics and the need for more of an equal balance between positive and negative influences in entertainment, Acid Reflex is the latest installment of cutting-edge funk-and-rock-inspired hip-hop in a career spanning the sale of over 3.8 million units independently worldwide.

The lead single, "Don't Stop the Movement," provides a scathing reintroduction to Paris' polemics, and serves as a stark reminder of the type of potent politically and socially aware commentary in hip-hop that has become less and less frequent as the art form becomes increasingly corporatized and diluted for mass consumption. Melvyn Leffler discusses Cold War Legacies and Contemporary Dilemmas as a part of American Foreign Policy: Leadership and Dialogue during the 2008 Chautauqua Institution morning lecture series.

Melvyn P. Leffler is Edward R. Stettinius professor of American History at the University of Virginia where he is also co-chair of the Governing America in a Global Era program at the Miller Center of Public Affairs. Dr. Leffler served as Dean of the College and Graduate School of Arts and Sciences at UVA from 1997 - 2001.His most recent book, For the Soul of Mankind: The United States, the Soviet Union, and the Cold War, was published in September. It has been called "a masterful account of the Cold War by a distinguished historian in full stride" in a recent Foreign Affairs review.

The author of many books on foreign affairs, Dr. Leffler was awarded the Bancroft Prize in 1993 for A Preponderance of Power: National Security, the Truman Administration and the Cold War. He is currently editing a three volume Cambridge History of the Cold War and beginning work on a book on George W. Bush and American foreign policy.

Dr. Leffler served in the Office of the Secretary of Defense during the Carter administration, where he worked on arms control and contingency planning as a fellow of the Council on Foreign Relations. He was president of the Society for Historians of American Foreign Relations in 1993; a Fellow at the Woodrow Wilson International Center for Scholars from 2001 - 2002; and a Henry Kissinger Fellow at the Library of Congress from 2004 - 2005.

Court: US Can Jail Civilians Indefinitely

A federal appeals court has ruled President Bush can order the indefinite jailing of civilians imprisoned in the United States. The five-to-four decision effectively reverses last year's ruling that the administration cannot label US residents "enemy combatants" and jail them indefinitely without charge. The ruling came in the case of the only person still held as an enemy combatant on US soil. Ali al-Marri was arrested six years ago at his home in Peoria, Illinois, where he lived with his wife and five children. He was initially charged with credit card fraud and lying to federal agents. But in June 2003, President Bush declared him an enemy combatant and ordered him into military custody. He has spent the last four years in solitary confinement at a Navy brig in Charleston, South Carolina. Al-Marri's attorney Jonathan Hafetz said, "This decision means the president can pick up any person in the country—citizen or legal resident—and lock them up for years without the most basic safeguard in the Constitution, the right to a criminal trial."

I met with a high-ranking al-Qaeda member and I said, 'What is it that helped you do so well for a long time in Iraq?' He said, 'Two things.' He said, 'The lawlessness after the initial invasion.' That was a terrible mistake. We didn't have enough boots on the ground. Books have been written about all the mistakes that have been made. The second thing he said was, 'Abu Ghraib.' He said, 'And that was because of the humiliation of Iraqis that was shown to the world and to those people was the greatest recruiting tool [they] had.' The point: obviously our failure in Iraq ratcheted up the participation of Islamic extremists . . ."

President George W. Bush is fond of saying that his administration tackles challenges head-on and refuses to leave tough decisions to his successors. No description could be further from the truth when applied to his policy at Guantánamo.

Regardless of what happens over these last months of the Bush administration, the next president will inherit a detainee policy in total disarray. Transfers out of Guantánamo have stalled; the easier cases have already been shipped out, leaving a population stabilizing at around 270 detainees. Trials of Guantánamo detainees in Military Commissions are sputtering as the unproven system struggles to get through simple procedural hearings. Future prosecutions have been thrown into doubt as charges were dropped against a detainee once thought to be the “20th hijacker” on 9/11 because too much of the evidence against him was obtained through torture.

In its third successive decision rebuking the Bush administration’s detention policies, the Supreme Court recently ruled that the Guantánamo detainees have a constitutional right to habeas corpus. This decision will finally allow the detainees to contest the lawfulness of their confinement in a truly impartial hearing before a federal judge, rejecting the Bush administration’s contention that Guantánamo existed outside the law. And beyond the prison’s walls on the eastern tip of Cuba, serious problems have arisen in Afghanistan as both U.S.- and Afghan-run detention camps are replicating the worst excesses of Guantánamo.

One critical conceptual error of the architects of Guantánamo within the Bush administration—an exclusive focus on the threat posed by the detainees themselves—has frustrated the efforts of senior officials like Secretary of Defense Robert Gates to overcome the prison’s deficiencies. This myopic vision has completely discounted the strategic impact Guantánamo has had on the global security environment. In the Bush ...
