    <title>Section 3 Revisited: Inconclusive Results</title>

&lt;p&gt;&lt;p&gt;In the last post, I quoted from the Illegal Immigration Reform and Responsibility Act of 1996, which denied instate tuition benefits to students without status and asked for a GAO Report on the use of financial aid benefits to ineligible students. Here are the interesting findings, according to the report:&lt;/p&gt;&lt;p&gt;&lt;em&gt;No one knows whether or how many ineligible noncitizens are nonetheless managing to qualify for student financial aid. The Department&amp;#39;s Office of Inspector General has not opened and resolved any investigations of applicants who falsified their citizenship status and received aid since the SSA verification process was implemented in 1996. (page 3)&lt;/em&gt;&lt;br /&gt; &lt;/p&gt;&lt;p&gt;&lt;em&gt;OIG investigated and resolved 26 cases in which ineligible noncitizens were inappropriately awarded approximately&amp;nbsp; $322,000 in federal student financial aid. Illegal aliens constituted almost half&amp;nbsp; of these 26 recipients and received about $118,000 in aid. (page 11)&lt;/em&gt;&lt;/p&gt;&lt;p&gt;In other words: bureaucracies failed to verify the status of most of these students and of the cases that were found, only 13 had no status and committed fraud. It&amp;#39;s pretty clear that the majority of us do not attempt to get any financial aid because we are well aware we cannot.&lt;/p&gt;&lt;p&gt;The committee encouraged the Department of Education to verify the status of every student that applies for financial aid since the findings of this report in 1997.&amp;nbsp;&amp;nbsp;&lt;/p&gt;&lt;p&gt;A copy of the full report can be found &lt;a href="http://www.gao.gov/archive/1997/he97153.pdf" title="Verification Helps Prevent"&gt;&lt;strong&gt;here&lt;/strong&gt;&lt;/a&gt;.&amp;nbsp;&lt;/p&gt;&lt;/p&gt;
