Representives from more than 30 countries have met in Geneva in an attempt to conclude talks that began seven years ago. The Doha round of talks, as they are known, are aimed at reducing trade barriers and aiding developing countries to promote free trade. The main sticking points surround the demand by developing nations for the richer ones to receive lower agricultural subsidies while industrialised nations are asking for countries with emerging markets to reduce import duties. Inside Story asks if the Doha round can be saved.

TRANSCRIPT
JOHN MCCAIN: "I recently traveled to Colombia and Mexico [APPLAUSE] because I understand how vitally important it is to the prosperity and security of our country to strengthen our trade, investment and diplomatic ties to other countries in our hemisphere. I have often traveled over the years to Central and South America, and I have learned our relationships there are as important, if not more important, as any relationships we have in the world. It is the reason why I'm an unapologetic supporter of NAFTA, the Central American Free Trade Agreement, and the Colombian Free Trade Agreement, and why I believe a hemispheric free trade agreement is a worthy and necessary goal whose time has come."

TRANSCRIPT:
JOHN MCCAIN: "My opponent also believes America would be better off by foregoing opportunities to sell in growing foreign markets. I disagree. Twenty-five percent of all jobs in this country are linked to world trade. In just five states -- Pennsylvania, Ohio, Michigan, Wisconsin and Colorado -- over five million jobs depend on open markets. To promote job creation, I will expand foreign markets for our goods and services.

"Because the vast benefits of a global marketplace come at a cost for many, we have an obligation to help our workers receive the training they need when plants close and jobs are lost. Under my reforms, we will use our community colleges to help train workers for specific opportunities in their hometowns. And for older workers who have lost a job that won't come back, if they move rapidly to a new job we'll help make up the difference in wages between their old job and the new one."

TRANSCRIPT:
QUESTIONER: "[...] I'm the founder of a small, non-profit hospice in Wilmington, Ohio. [...] I'm sure you are aware that DHL is closing that airpark in Wilmington. We will lose 8,600 jobs. [starts to cry] Will you call for Senate hearings to investigate the DHL-UPS joint venture, which could be an antitrust issue? [...] We're just small people trying to live a life. And I want to be able to keep our nonprofits alive. Thank you."

JOHN MCCAIN: "I have been briefed, and I know about this situation. [...] This is a terrible blow. Um, if there's an anitrust implication that's associated with this, I certainly would seek a thorough investigation [...] We are in a period of transition to a global economy. That is of no consolation to anyone who is losing their job. [...] But we have to offer them an opportunity to get the education and re-training programs so they can re-enter the job market.

MCCAIN: "[...] I've got to look you in the eye and give you some straight talk; I don't know if I can stop it or not. Or if it will be stopped it. [...] In fact, some more straight talk: I doubt it. Ok? But I am for a thorough examination of this situation. [...]

MCCAIN: "In the meantime, there are manufacturing jobs that have been lost all over the state of Ohio, and it's been a terrible trauma and we have got to give people another opportunity. And you do that by going to the community colleges and saying: design education and training programs that are designed for the local job market and implement those programs. The private programs today do not work. They are total failures.

MCCAIN: "[...] But I also want to make a commitment [...] if someone has a high-paying job, particularly an older worker, and that worker has to take a low-paying job just to survive [...] that we would subsidize, with some of this job training money that's being wasted, that worker's salary [...] while they're undergoing their re-training and education programs.

MCCAIN: "[...] I believe in free trade; I believe that it's important to the economy."

If we take the metaphor of a world divided into two parties, the U.S. is the leader of the "elitist reform party" and the China and Russia lead the "populist conservative party."
Paul Roberts discusses how biofuels have driven corn prices up, in turn, causing a "ripple effect" throughout the global economy.

-----

More than 1.1 billion people worldwide are at risk of obesity-related illness, while roughly as many people are starving. Meanwhile, global food production faces dangers, including some chemicals, destructive farming techniques and contamination. Roberts takes a close look at food production, transport and consumption on a global scale, uncovering disturbing trends about the system we all entrust to handle our food. Will people take heed and work to improve the health of our food supply and distribution chain, before it is too late for millions of people around the world? - The Commonwealth Club of California

Paul Roberts is the author of The End of Oil, which was a 2005 New York Public Library Helen Bernstein Book Award finalist, and he is a regular contributor to Harper’s Magazine.

A long-time observer of both business and environmental issues, he is an expert on the complex interplay of economics, technology, and the natural world. He lives in Washington State.

AUDIENCE MEMBER: Thanks McCain for talking about Colombia and President Uribe. [Gives gift.]

JOHN MCCAIN: "We turned down this free trade agreement and apparently the speaker of the house gives no date for when they can take up and vote on this hard negotiated excellent free trade agreement. What does the message you send to the other nations in the hemisphere if you turn down your best friend? The country that's helping you come back, terrible affects of the drugs that flow into, across our southern border into our country. And corrupts a lot of people on the way and kills people once it gets there. That's the signal that the democrats and Senator Obama want to send. It's wrong. As President, I guarantee you; we will fight and win a Columbian free trade agreement."

TRANSCRIPT:
JOHN MCCAIN: "We made progress toward this vision by expanding the benefits of free commerce through NAFTA, the Central American free trade agreement and our free trade agreements with Peru and Chile. But the progress is stalled. Our longstanding bipartisan commitment to hemispheric prosperity is crumbling. We see this most vividly in Barack Obama and Hillary Clinton's opposition to the free trade agreement with Colombia. The failure of the Congress to take up and approve this agreement is a reminder why 80% of American's think this country's on the wrong track. You know that Congress can find time to pass a pork laden Farm Bill but it can't stir itself to support a key ally and further American prosperity. The Colombian free trade agreement would benefit American workers and consumers."

Author Fareed Zakaria criticizes American political culture for ignoring global issues, and for focusing on short-term political benefits at the expense of long-term prosperity.

-----

The rise of other nations need not mean a decline of the U.S., says Zakaria. He foresees a future where the U.S. no longer dominates the global economy, geopolitics and culture, and it needn't be seen as a negative development, he believes; our nation needs to learn to understand other nations and find a way to thrive in this rapidly shifting dynamic.

The people of El Salvador are anxiously awaiting the benefits of the Dominican Republic-Central American Free Trade Agreement (DR-CAFTA). Like the Energizer Bunny, their hope keeps going, and going, and going...but, when will they learn? These policies aren't for them. Like the Soup Nazi on the Seinfeld sitcom, I feel like shouting, "No soup for you!" These policies are not for you, my Latin American brothers and sisters. Policies like NAFTA, (or similar free trade agreements) are rarely what they're cracked up to be.

A recent article on the Inter Press Service website claimed the agreement was ratified with hardly any debate. Surprised? Confused? Wondering how people might vote for such a policy that didn't benefit them? Well, chances are, they probably didn't.
