He has written hundreds of articles, op-eds, and book reviews in a wide range of publications. A contributing editor and occasional columnist for Newsweek International and a columnist for the Hindu and the Times of India, he is the author of nine books, including India: From Midnight to the Millennium, Nehru: The Invention of India, Bookless in Baghdad, The Great Indian Novel, Riot, and Show Business.

Melvyn Leffler discusses Cold War Legacies and Contemporary Dilemmas as a part of American Foreign Policy: Leadership and Dialogue during the 2008 Chautauqua Institution morning lecture series.

Melvyn P. Leffler is Edward R. Stettinius professor of American History at the University of Virginia where he is also co-chair of the Governing America in a Global Era program at the Miller Center of Public Affairs. Dr. Leffler served as Dean of the College and Graduate School of Arts and Sciences at UVA from 1997 - 2001.His most recent book, For the Soul of Mankind: The United States, the Soviet Union, and the Cold War, was published in September. It has been called "a masterful account of the Cold War by a distinguished historian in full stride" in a recent Foreign Affairs review.

The author of many books on foreign affairs, Dr. Leffler was awarded the Bancroft Prize in 1993 for A Preponderance of Power: National Security, the Truman Administration and the Cold War. He is currently editing a three volume Cambridge History of the Cold War and beginning work on a book on George W. Bush and American foreign policy.

Dr. Leffler served in the Office of the Secretary of Defense during the Carter administration, where he worked on arms control and contingency planning as a fellow of the Council on Foreign Relations. He was president of the Society for Historians of American Foreign Relations in 1993; a Fellow at the Woodrow Wilson International Center for Scholars from 2001 - 2002; and a Henry Kissinger Fellow at the Library of Congress from 2004 - 2005.

JOHN MCCAIN: "I think that WTO options [against China] have to exercised more strenuously where there are violations. I think that it's very clear that they have a huge environmental challenge in China. We see manifestations of that as far away as the United States of America.

"We're going to have to, I think, enforce existing agreements that we have with them to do everything we can to restore confidence in the American people that their competition is not an unfair one. I can't adjust wage levels between the US and China, but I can make sure that they don't engage [...] in illegal dumping into the United States because that's clearly in violation of the WTO agreements. So I think I would enforce, through existing organizations and existing agreements, violations or prosecution of violations of fundamentals of the free trade we're supposed to be engaging in."

JOHN MCCAIN: "I have to tell you, if I were President of the United States, the next toy that came into this country from China that endangered our children—it would be the last toy that came in from—from—from that country. So I worry about China [...] in a broad variety of ways. This latest situation with Tibet.

"My friends, you can't repress people. You can't oppress people and expect to be a partner in the world. And what the Chinese have done as regards Tibet, they are paying a price for now. They're paying a price for in the court of world public opinion.

"Now, having said that—and that's why, if I were President of the United States today, I would say, I'm gonna reserve judgment as to whether I go to the opening ceremonies or not.' I think it would be directly related to the Chinese treatment of this Tibetan issue. They've got to give those people some autonomy.

They need to talk with the Dali Lama who is one of the great heroes in the world and they've got a lot of work to do on imagery, but more importantly the Chinese, I think have got to start making progress in democracy, observing of human rights. They are the world's superpower. They are becoming and they are a world superpower and we have to recognize that.

"The contemplation of conflict with China is not imaginable. It's not imaginable, but there's a lot of things that we can do to try to bring about improvement in Chinese behavior and I think many of those are a very firm position on our respect for human rights and progress. I also think that we have to understand that China will be a super power.

"There's a lot of things they have done, which are a laudable. And there's a lot of things such as this Tibetan situation, which are not. So I would try to deal even-handedly with China.

"I would try to bring about as good a—they know it's in their interest to try to improve their image in the world. [...] But, for us to deny that China will not be a superpower in the world, is defiance of reality. [...]

South America fights commercial whaling - 29 June 2008

The International Whaling Commission has wrapped up its meeting in Chile with whale hunters and whale lovers still at odds.

The divided commission could not convince Japan to end its slaughter of 1000 whales each year.

And member's also side-stepped calls from Latin American nations for a South Atlantic whale sanctuary.

Al Jazeera's Teresa Bo reports from Argentina's Valdes Peninsula, one of the world's biggest whale-breeding grounds.
