A ceasefire agreement is due to take effect in Somalia between the interim government and the militant groups who are fighting them.

However, not everyone has signed the deal. Among those not ready to put down their weapons are the al-Shabaab fighters, the Muslim youth movement.

They have control of large parts of central and southern Somalia.

Al Jazeera's Mohamed Adow filed this exclusive report.

Al Jazeera's Mohammed Adow reports from a refugee camp in Djibouti on the UN sponsored talks aimed at starting a reconciliation process between Somalia's secular government and Islamist-led rivals.

In the next 24 hours, Somalia's transitional government will resume peace talks with the opposition in neighbouring Djibouti.

Many are praying the meeting will help resolve one of Africa's most entrenched conflicts - but previous talks earlier this month yielded almost nothing.

Thousands of Somalis have died and even more have left their homes, amid fierce battles between Islamist fighters and government troops, backed by Ethiopia.

Preparations are underway for the 2009 U.N. World Conference on Racism and, as a result of intense lobbying by the Organization of Islamic Conference (OIC), the issue of "Islamophobia" will be a prominent focus. The World Conference could ensure that a prohibition against "Islamophobia" will be endorsed by the world community as the newest international human right.

Hudson's conference explained the proposed bans against "Islamophobia," comparing them to blasphemy strictures that have been used to curtail freedoms of expression, press, and religion by some of the OIC's most repressive member states - Hudson Institute

Paul Marshall is senior fellow at the Claremont Institute, and at the Center for Religious Freedom, Freedom House, Washington, D.C. He is a Senior Fellow at Hudson Institute and the author and editor of over twenty books on religion and politics, especially religious freedom. He has just completed a world survey on religious freedom, to be published this December, and is heading a research project on blasphemy and political repression.

Sayyid Qutb, the father of Islamic Fundamentalism in the Muslim world and Leo Straussburst, father of Neo-Conservatism in America, were initially brothers in idealism fighting against the same enemy, albeit in different parts of the world both figuratively and literally.

They shared the same mutual disdain for modernity and the permissive culture of laissez-faire democracy. They decried the failure of the liberal vision and both shared the same belief as to which tolerant and indulgent beast caused that failure. American and Middle-Eastern governments were corrupt; the freedom of the individual and liberal thought were the cause of all societal ills.

They also correctly discerned that religion was the most efficient way to intoxicate the masses and enable their power and authority and that those who were able to rule based on fear became the most powerful. That's where it all came apart. Now their ideological decendants are enemies fighting against each other.
