&lt;br /&gt;GORDON TROWBRIDGE: [...] There are a number of proposals making the rounds in Congress right now for loan guarantees that would help the auto industry that would help the auto industry--there are a number of analysts who believe those guarantees are crucial to keeping the possibility of bankruptcy at bay for those companies. Among the people who's working on that--those proposals--is Congressman Upton, who's a close ally of yours. I wonder if you had a chance to look at any of those proposals, and whether or not you support them?&lt;/p&gt;

&lt;p&gt;JOHN MCCAIN: Could I say I have heard many of those proposals. But I've also had meetings, as you know, with the Big 3 automakers. And they are confident with the new hybrids, with flex fuels, and other technological advances-- which will not only help the auto industry but create tens of thousands of jobs throughout Michigan and the heartland of America--that they can succeed. So, in all due respect, I worry a little bit about us predicting failure on the part of the auto makers when they're striving mightily--having made agreements between management and labor on health care issues and pensions--that they're expressing to me their confidence in success with the adaptation of new technology. Now I will be glad to consider proposals to help the auto industry, including investing in pure research and development, a $5,000 tax credit for someone who purchases one of these new automobiles that are either hybrid or electric or flex fuels or others. But at the moment, for us to somehow predict the doom of the auto industry in America, and certainly the Big 3, I think is frankly not timely at this time. And I don't want it to be a self-fulfilling promise.&lt;/p&gt;

&lt;p&gt;Pulling policy from rhetoric when listening to a politician isn't always easy.  Good thing we got it on tape!  Here are the fourteen concrete "I will" statements I found in McCain's economic policy speech in Denver on July 7th.  &lt;/p&gt;

&lt;p&gt;1. Make it easier for small businesses to grow and create jobs
&lt;br /&gt;2. Won't raise taxes-- will cut them where he can
&lt;br /&gt;3. Raising taxes in a bad economy eliminates jobs-- won't let that happen
&lt;br /&gt;4. Will double the child tax deduction from $3,500 to $7,000 for every dependent in every family
&lt;br /&gt;5. Will expand markets for goods and services, as with Crocs, the shoe company
&lt;br /&gt;6. Will reform unemployment insurance and retrain workers using community colleges-- will make up difference in wages between a worker's temporary job while they train for a better on and their old job
&lt;br /&gt;7. Do a stem to stern review of government, modernize how it does business, and save billions
&lt;br /&gt;8. Will veto bills with pork and shame those involved with them
&lt;br /&gt;9. Produce more of our own oil and gas to pressure market prices down
&lt;br /&gt;10. Create at least 45 new Nuclear Power plants, creating 700,000 jobs (including construction)
&lt;br /&gt;11. Develop clean coal technology, employing 30,000 in demonstration projects
&lt;br /&gt;12. Support gas free cars and create high tech jobs in the auto industry 
&lt;br /&gt;13. Support wind and solar power development
&lt;br /&gt;14. Put the country ahead of personal and partisan interests&lt;/p&gt;

Um, if there's an anitrust implication that's associated with this, I certainly would seek a thorough investigation [...] We are in a period of transition to a global economy. [...] But we have to offer them an opportunity to get the education and re-training programs so they can re-enter the job market.&lt;/p&gt;

&lt;br /&gt;QUESTIONER: As you're aware, Michigan has struggled retaining business here and attracting new corporations to come here. I'm interested in what you have to say. Not only about large business coming to Michigan and how we can make it more attractive but what about inspiring aspiring entrepreneurs here and making it easier on small businesses to have more fertile ground basically to growth with a little les government intervention.&lt;/p&gt;

&lt;p&gt;JOHN MCCAIN: Thank you. First of all, can I say that I do believe in free trade. I do believe in the North American Free Trade Agreement. I do believe that our problem is not trade, our problem is that we have not cared for the displaced worker. We have to have training and education programs for the displaced worker so that they can get into this new information technology that has, that is now the future of the American economy and the world. And I mentioned eBay earlier on and mentioned the fact that the automotive industry in this state is not finished. The automotive industry in this state can develop hybrid cars, can develop ethanol, [applause] can develop hydrogen, can develop a battery, can develop a battery, can develop a battery, that, that will drive a car a hundred miles before you have to plug it in. The technology and the green technology is there. The innovation is here in this great state of Michigan. The birthpra-place of the modern automotive industry in the world and I say of course the old kinds of business is not coming back. But the new innovation and technology and green technology that will both eliminate . . . our dependence on foreign oil and as well as reduce green house gas emissions is right here in the state of Michigan but we've gotta reach, train and educate workers to take advantage of that opportunity. That's my commitment and promise. [applause] And could I say, and could I say in all due respect governments matter, government matter, governments matter. Sen. Obama wants to raise taxes. I want to lower taxes. [applause] The government of this state decided to raise taxes. That's a decision made by the state of the government, uh, the government of this state. In the state of Alabama, US Steel just decided to locate in one of the poorest counties in the state of Alabama and hire hundreds of new workers. In the state of Alabama, ten years ago, they didn't manufacture a single automobile. This year, I believe I was told that there'll be eight hundred thousand automobiles manufactured there. My friends, governments matters. Lower taxes, business friendly climate, training and education of workers. That's what helps. That's what helps the, oof, uh, I just, I just needed a little drink of water if you'll . . . &lt;/p&gt;

One of the major challenges that small business people face, and it's getting worse, is access to credit . . . we all know that most of the jobs in America are created by small businesses. Most of the taxes in America are paid by small businesses . . . and there is not only not an increased availability to credit . . . but, according to many, many people I've talked to, there is a beauracracy that's impossible to find your way through and it's called the Small Business Administration. That's gotta be fixed [applause]. The second area that we need to concentrate on . . . is our community colleges . . . we need to have every community college in America  provided with the wherewithal to educate and train workers, particularly displaced workers who have lost their job through no fault of their own . . . &lt;p&gt;Apr. 4 - U.S. stocks finished the week with small moves in either direction after the economy suffered its biggest monthly job declines in five years. The Dow lost 16 points to 12,609. The S&amp;P 500 gained 1 point to 1,370.  The Nasdaq rose 7 points to 2,370.

&lt;p&gt;Hoover Institution Senior Fellow Thomas Sowell argues that economic differences between working men and women are not generally due to employer discrimination, as is widely alleged.&lt;/p&gt;

&lt;p&gt;Peter Robinson speaks with Thomas Sowell about his new book Economic Facts and Fallacies in which Sowell exposes some of the most popular fallacies about economic issues.&lt;/p&gt;

&lt;p&gt;Sowell takes on the conventional thinking on a wide swath of America's economic life, from male-female economic differences to income stagnation, executive pay, and social mobility to economics of higher education. In all cases he demonstrates how economics relates to the social issues that deeply affect our country - Hoover Institution&lt;/p&gt;

&lt;p&gt;Thomas Sowell is an American economist, political writer, and commentator. He is currently a senior fellow of the Hoover Institution at Stanford University. In 1990, he won the Francis Boyer Award, presented by the American Enterprise Institute. In 2002 he was awarded the National Humanities Medal for prolific scholarship melding history, economics, and political science.&lt;/p&gt;

&lt;p&gt;Peter M. Robinson is a research fellow at the Hoover Institution, where he writes about business and politics, edits Hoover's quarterly journal, the Hoover Digest, and hosts Hoover's television program, Uncommon Knowledge.&lt;/p&gt;
