And any objective observer would tell you that. </p> <p>ZAHN: So as president what would you do about that? How do you stop that?</p> <p>MCCAIN: I would lead America. I would lead America, and I would tell the American people to clean up this mess. My friends, how many people just were shocked when they filled up their gas tank? You know what Congress is doing today to try to address our energy problems? They're in gridlock. Gridlock, doing nothing. We're doing nothing. It's time American's put our country first and our party second. [...] If you asked anyone who observed our efforts to enact this legislation at the time, they will tell you that it is was the influence of the tobacco company. Now there were many members of Congress, and I don't know which ones that had honestly held views about in opposition to the legislation that we reported out of the committee that I chaired. And I respect those honestly held views, but I also believe that the tobacco companies played a very big role in making sure that legislation did not pass the United States Senate. </p> <p>ZAHN: So what is it that members of Congress are afraid of in going up against the tobacco lobbyists? I mean obviously we know the kind of money that is contributed to campaigns. Above and beyond that, what is their fear?</p> <p>MCCAIN: I'm not sure that they're fear, I think that they're rewarded. </p> <p>ZAHN: Rewarded in what way?</p> <p>MCCAIN: Campaign contributions, many other ways. There's many ways that that happens in Washington. </p> <p>ZAHN: And how do you stop that? </p> <p>MCCAIN: Well, the American people are sick and tired of being sick and tired. And they want Washington cleaned up. And I will lead that effort. I didn't win Miss Congeniality in the United States Senate again this year because I took on the special interests, I've taken on the special interests. I've joined with Russ Feingold with campaign finance reform, I have joined with Ted Kennedy on immigration reform. [...] So, I've taken on the special interests and I've fought against them. And as President of the United States I think I can be much more effective. As president, would you support an increase of a Federal tax on tobacco? </p> <p>MCCAIN: I don't think I would, because I don't think the money is being spent on the state taxes right now. I would have to be confident before I would consider it that it would not be taken by the Congress and put into general revenues. The way the states have done with the tobacco taxes that they impose and they put it in the general revenues. And my friends, before they became completely in the tank we were showing reductions among young peoples use of tobacco through the effective use of anti-tobacco funds and advertising. And it was all over America, particularly in some states like California. So my first thing that would have to happen is I have to be assured that that money would be put in the right place. </p> <p>And to tell you the truth, I am not confident that the Congress of the United States would do that. Because, does anybody here have confidence in Congress? Please raise your hand, you're one of the 9 percent approval rating of Congress today. </p> <p>ZAHN: So is there any circumstance that could be proven to you, if there was a direct correlation between taxes going up and the use of tobacco going down?</p> <p>MCCAIN: It would have to be proven and frankly the constitution of this Congress, they couldn't prove it to me, because I don't believe them. I don't. I've seen corruption in Congress. Ok? We have former members of Congress now residing in Federal prison. So, we'd have to clean up Congress and I think the American people are ready to do that. </p> <p>And by the way, I'm not for raising anybody's taxes. A majority of Americans prefer a timeline for the withdrawal of U.S. forces from Iraq and now the Prime Minister of Iraq, in response to pressure from the Iraqi people is also calling for a timeline for withdrawal. Given the $720,000,000 million dollars a day we're spending in Iraq, the fact that neither Americans nor Iraqi's support the occupation, that our presence there is in fact enflaming the Muslim world and creating more terrorists, that our money, our tax dollars, [interrupted by boos] </p> <p>[...]</p> <p>As I said, our tax dollars are needed here for healthcare, for funding education, infrastructure repairs, and real energy alternatives to combat real climate change. Isn't it time to end the occupation Senator?</p> <p>MCCAIN: "[...] When I took the position that we needed to have 30,000 additional troops over there, those numbers were a lot worse than the ones you cite. Because for nearly four years this war was badly mishandled. And we failed. And Americans made great sacrifices as you know. I believed that a change in the strategy and the surge would succeed. And indeed it did. Now Senator Obama said that he wanted us out of Iraq and that the surge would not succeed, and it would fail, and he's still saying that it failed. Now I respect Senator Obama's view, I just think it's wrong. The facts on the ground [inaudible due to applause]. [...] the most important part of my response to you is the future. I think the future is very clear. We have succeeded in Iraq and we are winning this conflict. [...] Let me just say to you what I'm confident of, is that we will reduce Iranian influence in the region. We will have a stable and democratic nation there that's flawed but functioning. We will have a Middle East that does not have the disruptive influences that would have resulted from a failure and defeat in Iraq, which then would have encouraged others to do the same thing. And I'm confident that victory, which we are winning and we have succeeded, will bring about a change, not only there but also in the entire region. And it will all be for the benefit of the people of Iraq and the people of this country. And I understand, as you do, the enormous sacrifice that has been made.</p> <p>QUESTIONER: I believe that you are [inaudible] against international law. The deaths that have happened, those of our dear soldiers there, and Iraqi civilians, are tragedies and may even be criminal because we invaded that country. Now the idea that we might someday have a stable democratic government there is not ours to impose on that country. [...] We need to leave that country, the people of that country are asking us to leave, the Prime Minister of that country is asking us to leave, why do we have the largest embassy in the world there and all kinds of military bases there if we're not there to try to steal their oil. </p> <p>MCCAIN: Thank you very much, first of all, in all due respect I think that is something that's not what American's are fighting for, in all respect. But the fact is that, everybody recognizes, including Prime Minister Maliki, that we have to have conditioned based withdrawal. And we're going to withdrawal. We will withdrawal. The fact is, whether we withdrawal with victory or whether we withdrawal with defeat. And again, you and I have different prisms, we have succeeded. In Sadr City it is safe, Mosul is safe, Basra is safe, the people of Iraq, and I've been there, are now leading normal lives. [inaudible due to applause]. There will be continue to have spectacular attacks. If I thought that al-Qaeda was completely defeated I would say all of should come home right away. They are not completely defeated. The issue is from the adjudication process that hasn't been changed since World War I. When you become president, and I do mean when you become president, will you facilitate change in the adjudication process that is 90 years old?" <br /> <br />MCCAIN: "We did make some improvements in legislation that was recently passed by the Congress. We need to do more. But I think you would agree, first of all I thank you for your service. Could I [applause interrupts]. While the rest of you sit down, could I also say that there's another veteran that I see here from our greatest generation. Would you stand also sir? That's why I mention our greatest generation being here too. And basically what he said in 1789, and I'm not as eloquent, he said the willingness with which young Americans will serve their country in time of war will be directly related to how the veterans of previous wars were treated by their fellow countrymen. Those words are as true today as they were then. I think we have great people working for the VA, I think you would agree with that. We have wonderful, dedicated people. I was recently down at the Phoenix VA, and met with them, some of them. And they're doing a great job. But we also know there's not enough facility, and there's not enough care. So here's my idea. And it's not originated with me, but I've consulted with so many, Paul, and Griff, and so many others who are here. Look, we need to concentrate our efforts to handle those wounds and those disabilities that are directly the result of combat. We need to expand our ability to treat PTSD. PTSD is going to be tough in this war, you know that. And we need to treat the combat wounds. We need to have increased ability to do so and right now, unfortunately, there are people who are, now drive a long way and they stand in line, and they have a routine healthcare need. And they stand in line, and they stand in line, to get an appointment, to get an appointment. Now my friends, we need to give those veterans who have routine healthcare needs a plastic card and say take that to the doctor, the healthcare provider of your choice and get the care you need. And meanwhile, [interrupted by applause] concentrate on our ability to treat PTSD, those wounds. Before we passed our legislation, it was routine for a trial lawyer, a union leader or a corporation executive to be called by a powerful member of Congress and say, I need a 6-figure or sometimes 7-figure check from you, and by the way, your legislation is up before my committee next week. And that's where all this earmarking and pork-barrelling also that corrupted us. </p> <p>"Corruption. I don't use that word lightly, my friends. We have former members of Congress residing in federal prison. If that isn't corruption, I don't know what is. So, we tried very hard. And I'll continue to try very hard to reduce the influence of special interests.</p> <p>"Look at the energy bill. I voted against the energy bill. Senator Obama voted for it. Look at the farm bill. [...] </p> <p>"So I'll continue to work to try to clean up and reduce--maybe never eliminate, but reduce the influence of special interests in Washington, DC. And I'd like to tell you that I think that in Washington today that your interests are uppermost. And I don't think they are in a lot of the legislative business that we do.
