&lt;p&gt;Kevin Rudd, Australia's new prime minister, has formally handed over the papers for his country's ratification of the Kyoto Protocol on climate change. The handover happened in Bali, on the sidelines of a UN meeting which aims to launch negotiations on a replacement for Kyoto. Paul Allen reports from Bali.&lt;/p&gt;
