Beginning last night, St. Paul was the most militarized I have ever seen an American city be, even more so than Manhattan in the week of 9/11 — with troops of federal, state and local law enforcement agents marching around with riot gear, machine guns, and tear gas cannisters, shouting military chants and marching in military formations. Humvees and law enforcement officers with rifles were posted on various buildings and balconies. Numerous protesters and observers were tear gassed and injured. I'll have video of the day's events posted shortly. <br />Perhaps most extraordinarily, Amy Goodman of Democracy Now — the radio and TV broadcaster who has been a working journalist for close to 20 years — was arrested on the street and charged with "conspiracy to riot." Audio of her arrest, which truly shocked and angered the crowd of observers, is here. I just attended a Press Conference with St. Paul Mayor Chris Coleman and Police Chief John M. Harrington and — after they boasted of how "restrained" their police actions were — asked about the journalists and lawyers who had been detained and/or arrested both today and over the weekend. They said they wouldn't give any information about journalists who had been arrested today, though they said they believed that "one journalist" had been, and that she "was seemingly a participant in the riots, not simply a non-participant." CNN's Ed Lavendera says the types of weapons being purchased are "top secret" and this does not sit well with the ACLU, who is suing both cities to find out how the money is being spent. "In Minnesota where republicans are holding their convention, the ACLU says it's trying to find out how security money is being spent but law enforcement agencies insist these weapons should be kept secret so they have the upper hand in keeping the convention safe," explains Lavendera. <br />In other words, members of both factions of the globalist political party will be safe from agents provocateurs who are routinely dispatched to break a few windows and burn trash in the street in order to give the cops an excuse to attack peaceful demonstrators. <br />CNN and the corporate media are notorious for ignoring this fact, going back at least to late 1999 during the WTO demonstrations in Seattle. Neil deMause wrote for FAIR in early 2000, "most news outlets ignored the police assaults that preceded the looting, preferring to believe that it was the acts of a few out-of-control protesters that led to the violence, and downplaying police use of force.... numerous eyewitness reports would describe police ignoring vandals while busily assaulting demonstrators who were blockading the entrance to the WTO. The Seattle Times, in its timeline of the WTO protests (12/5/99), noted the first use of pepper spray and rubber bullets on demonstrators at 10 a.m. on November 30, nearly two hours before the first windows were broken." Peter Cassidy, a police tactics researcher, said at the time that the lack of concern over Seattle police behavior "will lend credibility for other police departments to do the same thing." FEMA has worked on National Security programs since 1979, and its predecessor, the Federal Emergency Preparedness Agency, has secretly spent millions of dollars before being merged into FEMA by President Carter in 1979. <br />Operation Cable Splicer, Garden Plot, and REX 84 (short for Readiness Exercise 1984) are programs long on the shelf, awaiting the appropriate "disaster" to be taken down and implemented. Garden Plot is a program designed to control the population, while Cable Splicer is a program engineered for an orderly takeover of state and local governments by the federal government. FEMA is the executive arm of the coming police state and will head up operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation, and include the following: <br />10990 (allows the government to take over all modes of transportation and control of highways and seaports), 10995 (allows the government to seize and control the communication media), 10997 (allows the government to take over all electrical power, gas, petroleum, fuels and minerals), 10998 (allows the government to take over all food resources and farms), 11000 (allows the government to mobilize civilians into work brigades under government supervision), 11001 (allows the government to take over all health, education and welfare functions), 11002 (designates the Postmaster General to operate a national registration of all persons), 11003 (allows the government to take over all airports and aircraft, including commercial aircraft), 11004 (allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations) and 11005 (allows the government to take over railroads, inland waterways and public storage facilities). <br />More recently, the National Defense Authorization Act, under Sect. 1042, allows the use of "the Armed Forces in Major Public Emergencies" and explicitly gives the executive the power to invoke martial law -- in other words, kiss Posse Comitatus good-bye. For the first time in more than a century, the president is now authorized to use the military in response to "a natural disaster, a disease outbreak, a terrorist attack or any other condition in which the President determines that domestic violence has occurred to the extent that state officials cannot maintain public order," Lewis Seiler and Dan Hamburg wrote for the San Francisco Chronicle in February. Add to this the Military Commissions Act of 2006 and National Security Presidential Directive 51, allowing for "continuity of government" in the event of what NSPD-5 vaguely calls a "catastrophic emergency," and the framework is in place for the imposition of martial law. <br />As a recent example of the sort of activity FEMA is engaged in, as they tell flood victims in the Midwest to fend for themselves, consider the $22 million per year the agency has spent "on a terror training program within a real town in New Mexico where helicopters buzz overhead in the middle of the night, mock nuclear explosions are drilled and 'suicide bombers' are taken down by SWAT teams who pull citizens out of their homes," writes Steve Watson. Police set up checkpoints to keep people away from the affected neighborhoods. <br />Evacuees waited in line at the checkpoints Sunday to receive special wristbands that allowed them to go home and gather their belongings. Authorities set a curfew and asked the residents to stay out of the neighborhoods between 8 p.m. and 6 a.m., so people stuffed what they could into plastic bags and returned to the checkpoints. <br />The checkpoints -- manned by police and the Iowa National Guard -- remained in place Monday, but Brown said authorities would not be letting residents check on their homes. <br />Residents have been getting angry with the authorities who are keeping them from their homes, she said, but she understands safety comes first. <br />"They have Red Cross, police department, fire department, and the people who they brought in -- the Marines and stuff, the National Guard -- have been excellent," she said. "They are keeping us out of our homes even though we're getting upset with them.
