QUESTIONER: "Sen. McCain, you're here talking about civil rights obviously in a predominantly black town but it's hard not to notice that many of the people here in the crowd are white. Does that indicate to you, is that an illustration of the challenge that you have in actually getting the message that you're trying to get across here actually across . . .?"

JOHN MCCAIN: "Actually, I was at dinner last night at, it was an organization that was formed a long time ago, people of both races who spend time together socially and work on common challenges, I have had long, varied experience with people from all communities and all ethnic backgrounds in America. I will continue to work. I am aware of the challenges and I am of aware of the fact that there will be many people who will not vote for me but I'm going to be the president of all the people and I will work for all the people . . . "

The Cato Institute's Casey Lartigue discusses whether the government has been overall a friend or an adversary for American minority groups.

February is Black History Month, so it's an appropriate time to take a critical look at the way government has treated racial minorities, especially African Americans.

Is government more likely to be the friend or adversary of minority groups? Has it been liberals, conservatives, or libertarians like William Lloyd Garrison and Frederick Douglass who have been the most consistent defenders of everyone's rights? What does history suggest would be the best public policy for racial minorities in the 21st century?

Bruce Bartlett, a former Reagan administration economist with a provocative new book, and Casey Lartigue, coeditor of Educational Freedom in Urban America and a controversial former XM 169 talk show host, will discuss these questions - Cato Institute

Casey Lartigue is a former policy analyst with Cato's Center for Educational Freedom. His research expertise includes school choice, teacher quality and minority education. His writings have been published in USA Today, Ed. magazine published at the Harvard Graduate School of Education, Education Week, the New York Post, the Washington Times, Asian Week and the Washington Post.

Before joining the Center, he worked as a staff writer at Cato. He has spoken at the National Press Club, Harvard Law School, the Harvard Graduate School of Education, been a guest on the Rush Limbaugh Show, and testified before Congress on school choice in the nation's capital.

Prior to joining Cato, Lartigue taught English and worked as a language examiner in Taiwan and South Korea. Lartigue received a bachelor's degree from the Harvard University Extension School and a master's degree from the Harvard Graduate School of Education.

Barack Obama's former minister, the Rev. Jeremiah Wright recently responded to the NY Times in a letter I wish I'd written. But in the Times' introduction to Wright's letter, the newspaper calls Wright's text "fiery".

Sigh. I have lost count of the number of times I've heard this man referred to as fiery in the Big Media lately. The use of this word is no mistake.

Having to cater to both black voters and white voters in what binds Obama, and his dilemma is that he achieved visibility more as a racial icon than as an individual. In his analysis, Shelby Steele discusses his own mixed race background, and he empathizes with Obama's inner conflicts even as he critiques him. He also identifies the two 'masks' that blacks wear in order to seek success and power in the American mainstream: bargaining and challenging, and he argues that Obama is too constrained by divisive racial politics to find his own true political voice - and proposes a way for him to break those bonds and find his own voice.

Shelby Steele is a research fellow at the Hoover Institution, Stanford University, and the author of The Content of Our Character and White Guilt, and a contributing editor at Harper's; his work has also appeared in numerous other magazines and newspapers - Cody's Books

Shelby Steele is the Robert J. and Marion E. Oster Senior Fellow at the Hoover Institution. He specializes in the study of race relations, multiculturalism, and affirmative action. He was appointed a Hoover fellow in 1994.

Steele has written widely on race in American society and the consequences of contemporary social programs on race relations

In 2006, Steele received the Bradley Prize for his contributions to the study of race in America. In 2004, he was awarded the National Humanities Medal. Steele is the author of White Guilt: How Blacks and Whites Together Destroyed the Promise of the Civil Rights Era and most recently A Bound Man: Why We Are Excited About Obama and Why He Can't Win.

Rep. Jerrold Nadler Calls For DoJ's Tanner To Be Fired

Appearing on Democracy Now with Amy Goodman on 10/24/07, Rep. Jerrold Nadler called for the firing of the John Tanner, the head of the Voting Rights section of the Civil Rights Division at the Justice Department. Tanner recently admitted that a law his department backed disenfranchised elderly voters.

Nadler stated, "Obviously, someone who has such prejudices has no business heading the Voting Rights section or any other branch of the government and certainly not being on the Federal Voting Commission, which is supposed to enforce our election laws and our voting rights laws."
