Complete video at: fora.tv

2008 Democratic Presidential candidate Barack Obama outlines his strategy to develop America's alliances with foreign nations, and to encourage greater international cooperation on global issues.

-----

Barack Obama: "A New Strategy for a New World"

Senator Barack Obama gives a policy address on Iraq and National Security at the Woodrow Wilson International Center in Washington, D.C. This program was recorded on July 15, 2008.

Barack Hussein Obama (born August 4, 1961), is the junior United States Senator from Illinois. According to the U.S. Senate Historical Office, he is the fifth African American Senator in U.S. history and the only African American currently serving in the U.S. Senate. He is a candidate for the Democratic Party's 2008 presidential nomination.

He was elected to the Illinois Senate in 1996. Four years later, he made an unsuccessful run for the U.S. House of Representatives. Obama won reelection to the state senate in 2002, running unopposed. As early as 2002, he was a critic of the proposed Iraq War, declaring in a television interview that he would have voted against the Iraq Resolution. In 2004, he ran for an open seat in the U.S. Senate. Midway through the campaign, Obama delivered the keynote address at the 2004 Democratic National Convention and became a nationally known political figure. He was elected to the U.S. Senate in November 2004 with a landslide 70% of the vote.

Obama formally announced his candidacy for the 2008 presidential election in Springfield, Illinois, on February 10, 2007.

Riz speaks to the Nato secretary-general, Jaap de Hoop Scheffer, on the Russia-Georgia conflict, the ongoing violence in Afghanistan as well as the way forward for a more efficient and effective Nato.

There has been a war of the words at the United Nations General Assembly after Ukraine rejected Russian pressure to prevent their entry into Nato on Wednesday, September 24, 200.

Without specifically naming Russia, Viktor Yushchenko, the Ukrainian president, condemned "all acts of aggression and the use of force that occurred in the region."

Russia is opposed to Nato entry for both Georgia and Ukraine, saying that NATO expansion and its support of a planned US anti-missile system in the Czech Republic and Poland is a "strategic error."

Relations between NATO and Russia sunk to their lowest point since the end of the Cold War after the recent conflict between Moscow and Tbilisi over Georgia's breakaway republic of South Ossetia.

As well as the fallout from the deteriorating relations Nato's secretary-general has also called for no interference in the way affairs are handled by the world body in Afghanistan.

Nato troops have been fighting the Taliban in Afghanistan for almost seven years following the September 11 2001 terror attacks on the United States.

Seven years later the country is seeing a resurgence of violence, even as the US and Nato have poured in thousands of new troops.

Now, against the backdrop of a world financial crisis, Nato is under pressure to provide $200 billion to fund doubling the size of the Afghan national army over the next five years.

The United Nations General Assembly has convened in New York amid a global financial crisis, rising oil prices and loud protests.

Mahmoud Ahmadinejad, the president of Iran, is due to address the General Assembly on Tuesday.

His second visit to the UN has been marred in protests with thousands of demonstrators protesting Iran's threats towards Israel and its human rights record.

A massive pro-democracy rally is scheduled to take place during the president's address in which he is expected to criticise the US and its foreign policy as well as defend Iran's uranium enrichment programmes.

On Riz Khan we take a look at the current state of US-Iran relations and what a change in the White House might mean for the way forward.

MIT business professor Iqbal Quadir debunks misconceptions about poverty-stricken countries, and argues that adoption of new technologies can help alleviate conditions in these areas.

-----

Iqbal Quadir on "How Technology Is Empowering the Poor."

Quadir presented a broad outline of development in order to give context for his belief that technology can alleviate poverty.

He reminded us that 500 years ago, when the western countries were still "developing" their own societies, their political systems were no better, and often worse, than the instable corrupt regimes of many developing countries today.

England had a series of kings who were impeached, arrested, ousted, or beheaded for their crimes. It was only after citizens were empowered by economic markets did the balance of power shift from the central king to decentralized citizens.

All steps that devolve power away from a central authority - including laws, trade, and education - will raise democracy.

In Quadir's view, it's not that centralization per se creates poverty. Poverty is the natural beginning state of all societies, east or west. Rather, decentralization is the engine which removes poverty and brings wealth.

To the degree that infrastructure, education, and trade can be decentralized, wealth will rise in proportion. To the degree that infrastructure, education and trade are centralized, poverty will remain - The Long Now Foundation

Iqbal Z. Quadir, founder of Gonofone and GrameenPhone, is the founder and director of the Legatum Center for Development and Entrepreneurship at Massachusetts Institute of Technology and the founding co-editor of Innovations: Technology, Governance, Globalization, a journal published by MIT Press

Representives from more than 30 countries have met in Geneva in an attempt to conclude talks that began seven years ago. The Doha round of talks, as they are known, are aimed at reducing trade barriers and aiding developing countries to promote free trade. The main sticking points surround the demand by developing nations for the richer ones to receive lower agricultural subsidies while industrialised nations are asking for countries with emerging markets to reduce import duties. Inside Story asks if the Doha round can be saved.

U.S. Secretary of State Condoleezza Rice criticizes Hamas for encouraging what she views as "hopelessness" among Palestinians regarding peace with Israel.

-----

Secretary Condoleezza Rice uses the occasion of Israel's 60th birthday to call for renewed commitment to Israeli-Palestinian peace efforts.

She stresses the need to isolate Hamas and other terrorist groups while urging Arab nations to embrace the Road Map for peace. - American Jewish Committee

Dr. Condoleezza Rice became Secretary of State on January 26, 2005. Prior to this, she was the Assistant to the President for National Security Affairs, commonly referred to as the National Security Advisor, since January, 2001.

In June 1999, she completed a six year tenure as Stanford University's Provost, during which she was the institution's chief budget and academic officer. As Provost she was responsible for a $1.5 billion annual budget and the academic program involving 1,400 faculty members and 14,000 students.

As professor of political science, Dr. Rice has been on the Stanford faculty since 1981 and has won two of the highest teaching honors -- the 1984 Walter J. Gores Award for Excellence in Teaching and the 1993 School of Humanities and Sciences Dean's Award for Distinguished Teaching.

At Stanford, she has been a member of the Center for International Security and Arms Control, a Senior Fellow of the Institute for International Studies, and a Fellow (by courtesy) of the Hoover Institution. Her books include Germany Unified and Europe Transformed (1995) with Philip Zelikow, The Gorbachev Era (1986) with Alexander Dallin, and Uncertain Allegiance: The Soviet Union and the Czechoslovak Army (1984).

She also has written numerous articles on Soviet and East European foreign and defense policy, and has addressed audiences in settings ranging from the U.S. Ambassador's Residence in Moscow to the Commonwealth Club to the 1992 and 2000 Republican National Conventions.

Gary Hart is currently Wirth Chair Professor at the University of Colorado, distinguished fellow at the New America Foundation, and a member of the Council on Foreign Relations.
