<p>With less than four months before the end of his term, US president George Bush has made what could be his last major decision as commander-in-chief of the war in Iraq. </p>
<p>Touting what he called a "return to success" policy, Bush said 8,000 troops would be withdrawn from Iraq and 4,500 sent to Afghanistan.</p>

<p>Al Jazeera's Nick Spicer reports on Canada's security laws that have led to the detention of several Muslims.</p>
<p>Canada's "security certificate" law allows the Government to detain non-citizens or put them under house arrest without charge.</p>
<p>Following the September 11 attacks on the United States, neighbouring Canada used a long-standing legal mechanism to detain several Muslims. </p>
<p>Years later those men, such as Mohammed Harkat, are still living uncertain lives.</p>

<p>An invasion of privacy? Or a valuable weapon in the fight against crime?</p>
<p>America's Federal Bureau of Investigation (FBI) is embarking on a billion-dollar plan to build the world's largest biometric database. </p>
<p>The scheme would see not only fingerprints and eyes scanned, but physical characteristics and even scars stored on record. </p>
<p>Critics say the plan will lead to people's bodies becoming de facto identification cards. </p>
