&lt;br /&gt;QUESTIONER: I was wondering, you mentioned the fact that we are importing a 1/3 of our oil from foreign countries.&lt;/p&gt;

&lt;p&gt;MITT ROMNEY: It's actually 60% of our oil comes from foreign countries, and it's a 1/3 of our current account deficit.  
&lt;br /&gt;You talked about energy alternatives but you know I've listened to a number of politicians, and the one thing that I never hear is why aren't we developing the oil reserves that we have available to us.  Certainly we are seeing some of our, in some cases adversaries, coming in and drilling for oil fairly close to our shores.  You know that's certainly not going to make new technology or oil is roughly $93 dollars a barrel now, if it isn't economically viable now when will it be?  I just don't understand how we can continue going down the path that we are going without exploring some of the resources that we know are available to us.  
&lt;br /&gt;You said it well, I can't disagree with you.  You know we've talked for years now about the largest reserve that we're aware of which is in Anwar in Alaska.  The people in the state are very anxious to have it developed.  Time and again they've said please come in and develop this.  It's a huge track of land, massive area, miles of it, hundreds of square miles.  They could take this little tiny place and sink in the drilling here and pipe it across the nation and across the country, provide oil.  That's one source, there's drilling in the outer continental shelf, for me that's very much a part of that.  We should develop those sources.  I think the President has to be, not just the commander in chief, but the communicator in chief and to talk to the American people about the consequences of not developing our resources.  A lot of people say we don't want nuclear power, ok, there are others that way we don't want to drill for oil, ok if you don't want nuclear power and you don't want to drill for oil, and you don't want clean burning coal then what that means is hundred dollar oil is going to be, well lets put it in gasoline terms, $3 a gallon then to $5 a gallon then to $8 a gallon, then to $10 a gallon.  By the way that means there is going to be some pretty tough living around here.  And heating your homes, instead of costing $1,500 for a winter it's going to cost $3,000 a winter and then $6,000.  Those are the consequences, and show people this is what it means, but we have to make those decisions today.  A nuclear power plant doesn't get built in 2 or 3 years, it takes-
&lt;br /&gt;Does that mean you're going to be advocating that we do drill for oil?
&lt;br /&gt;Absolutely, absolutely, I am going to advocate that we drill for domestic oil on the outer continental shelf and in Anwar.  We'll do that in conjunction with states and the people in those states.  Alaska is the easiest; people in the state want us to drill there.  And the nation wants to drill there.  So lets do it, but in this case the Democrats are listening to extreme environmentalists that say no.  Well have they though about the consequences of not developing any additional energy resources?  The consequences are bad for our foreign policy, they are bad for our economy, they're bad for jobs, they're bad fro our pocketbooks, I think as people understand that they are going to say do something about it.  Look at the French, the French, kind of a liberal people as we know, well they were until they elected this guy Sarkozy, we should be proud of what they did there.  But 80%of their power comes from nuclear power plants, clean, nuclear power plants.  They don't emit CO2, they don't warm the environment.  And yet we sit here because of the extreme environmentalist lobby and don't have nuclear power plants.  We haven't built one in so long that when it comes time to finally build one again we'll have to hire the French to show us how to do it.  And I'm only partially being fascist.  They've got the technology, we can improve our technology, I think we can reprocess nuclear fuel so it doesn't present such a storage problem, with better technology.  But yeah, all the sources we can develop we got to do that because we can't, we can't be in this any more where we are beholden to people like Putin and Achma-, Ahmadinejad and Chavez forever." &lt;/p&gt;

We've never had a serious accident! So we need to store spent nuclear fuel, and we need to reprocess. [...] So we, we can! We can! You know, you pick up the paper and you listen to these various pundits and all that, and they says we can't solve the nuclear problem, we can't reprocess, we can't store it; we can't develop a electric car that'll take someone 200 miles or 100 miles before you have to plug it in. We can't. Everybody's saying we can't. That's not America! America's a country that has met and overcome every challenge we have ever faced, and we can do this one. We have the ability, innovation and the technology that we will become independent of foreign oil. &lt;/p&gt;

&lt;p&gt;SPOKESWOMAN #1: "You know I actually asked for research on how much the state has had to pick up because the federal government spent most of our money on Iraq. And we've increased of we've had to spend on our veterans, including treatment for mental illness, tuition, etc. Because the federal government has not followed up doing the right thing for veterans. So what we have spent on veterans in the state of Colorado has increased dramatically because of the loss of the federal government."&lt;/p&gt;

&lt;p&gt;SPOKESMAN: "Yeah I would just add, as a former budget analyst of the White House, you know, you look at the non-discretionary, non-military discretionary spending; we're talking about a small amount of where we use our money. If we want to talk about actually balancing the budget, we have to talk about getting out of Iraq and putting that money into our state and into our country to be able to balance our budget. We're spending so much money overseas; that's where we need to talk about saving money."&lt;/p&gt;

&lt;p&gt;REPORTER: "Sen. McCain talks about nuclear power. [...] What do you guys think about nuclear power, especially in Colorado?"&lt;/p&gt;

&lt;p&gt;SPOKESWOMAN #1: "Does he ever say where he wants to place it? No he never would. Because he'd lose that state in a heartbeat. So, you know, when he says something like that, ask him what state he's going to put a nuclear plant in, and [...] what governor's gonna accept it. So he can talk about it again. But, you know, what is the chance in reality of it actually happening? So, you know, again, they're talking about oil shale again."&lt;/p&gt;

&lt;br /&gt;QUESTIONER: "Oil plants take a long time to build and we need more power in the future, whether it's clean coal or nuclear. But the process becomes very difficult: the licensing and you know that sort of thing. How can we speed up the process?"&lt;/p&gt;

&lt;p&gt;JOHN MCCAIN: "First of all I would open our coastal areas&#8212;lift the federal ban on oil and gas exploration off of our coast. I think that we need to do that. Now that would take some time. [...]  Can we get it immediately? No. In some cases, it would take 5 to 10 years.  Suppose we had started 5 or 10 years ago. [...]&lt;/p&gt;

&lt;p&gt;"Ohio sits on a great deal of coal. It is very important that we develop this clean coal technology, which I think will have a very beneficial effect, creation of jobs, etc. And finally, again, about nuclear power [...] We can embark on it, we can do it now, we can achieve it now, and we can make plans for the future [...]"&lt;/p&gt;

&lt;p&gt;"Who's bearing the burden? Low-income Americans who are driving the oldest automobiles. Those are the ones that are hurtin' when they pay $4 a gallon at the gas pump. [...]"&lt;/p&gt;

And I feel strongly about getting the Piketon plant cleaned up and bringing alternative energy industry into Portsmouth [...] We've done this for 50 years. We deserve better. We don't want our young people to continue to have to work in a highly toxic industry. And I believe that a lot of people here probably feel the same way and are afraid to say anything. Because I know the outcome in my personal life has been very detrimental to me in fighting this nuclear industry."&lt;/p&gt;

&lt;p&gt;MCCAIN: "I know I speak on behalf of all of us [...] and extend our sympathy at the loss of your parents. There's no way that I can provide proper consolation except to say to you that I believe that nuclear power is and can be safe. [...] We have sailed Navy ships around the world for more than 60 years with nuclear power plants on them. There has never been any recorded case that I know of that someone was either injured or killed or had any effects of, of those nuclear power plants.  I know that there's been Three Mile Island. And we know about Chernoble. But I do believe that nuclear power is safe. [...] But the evidence that I have that I'd like to share with you, is that nuclear power is safe. And it is, I think, a vital part of our nation's energy future[...]&lt;/p&gt;

&lt;p&gt;QUESTIONER: "One of the things that I've been striving for is to make sure that workers that go into the Piketon site are protected, and I haven't been able to get that affirmation from the NRC or the EPA or any of the DOE or any of the groups that are in charge of that cleanup and that site. And I think that's one of the things that many people are concerned about here.&lt;/p&gt;

&lt;p&gt;MCCAIN: "Well I will (1) try to get that information from you, (2) myself try to contact the nuclear regulatory [...] commission and any other oversight organization and get the information [...] I promise you I will learn, and I will read the information that you send me, and I will act on it as I think would be appropriate."&lt;/p&gt;

But one of the best ways to reduce greenhouse gas emissions is to reduce oil consumption, as you know.  So if we could be independent of foreign oil, if we can develop that battery, if we can go back to nuclear power and quickly, if we can develop clean coal technology, if we can-- Look, General Electric, the world's largest corporation, has dedicated itself to green technologies, and they're making huge profits.  I don't want anybody to shiver in the dark, and it's not gonna be necessary to.  We've just got to practice conservation, we gotta go to alternate energy sources, and we need to rely on the great genius of American business and entrepreneurship to do that for us. I really believe this dependence on foreign oil is a national security problem.  And the quicker we reduce that, and the best way to do that is through green technologies which eliminate our dependence on foreign oil.  So I don't think they are contradictory, and I'll let you follow up, but some of these measures which are being proposed which would be harmful to our economy, frankly harmful to entrepreneurship and business, I would reject those.  I would rely on the good sense, the judgment, and the entrepreneurship of the American people."  &lt;/p&gt;

&lt;br /&gt;QUESTIONER: " . . . what can you do as president to release some of the . . . oil in this country? Such as the huge field under North Dakota, South Dakota and part of Montana . . ."&lt;/p&gt;

&lt;p&gt;JOHN MCCAIN: "I think part of the problem in that part of the world is the extraction of oil . . . it can be done, it's the cost. Just, by the way, as clean coal technology. We have the technology, but it's very expensive. So we have to get coal gasification and improved technology so that we can trap carbon emissions and we can have clean coal [applause] . . . we're sitting on the world's largest supply of energy in the form of coal but we have to make sure that we can make clean coal technology affordable and available and that's where I would support government research and development to pure research to make progress on coal gasification and coal technology . . . we have to have a careful balance between protection of our environment and exploitation of our natural resources. I respect the view, and support the view of the people of Florida and California who have said, we don't want oil drilling off our shore. That's a decision that I believe states should make those decisions, that I support. I also support the state of Louisiana's decision to have drilling off shore . . . where I frankly am worried most is our lack of progress in nuclear capability . . . the price of oil is probably not going to go down until we become energy independent. [applause] . . . "&lt;/p&gt;
