They can also be detained for up to 18 months and banned from re-entering the EU for five years. </p> <p>One of those who would have been affected by the new rules is 28-year-old Senegalese Omar Bar. The boat he travelled on to Europe sank. He was the only survivor.</p> <p>Now he lives legally in France and campaigns to alert young Africans to the risks they are taking if they try to reach Europe.
