&lt;p&gt;TRANSCRIPT:
&lt;br /&gt;QUESTIONER: How do we deal with China basically taking these high tech jobs away from the United States?&lt;/p&gt;

&lt;p&gt;RUDY GIULIANI: The way we deal with China, India, and everybody else thats competing with us is to compete with them. And what we should be thinking about is what can we sell to them that makes up for what we buy from them, that they may be able to produce more competitively then we can. I would not put big restrictions on what we buy from China, India, South America, other places. I would put restrictions on with regard to safety and security more than we do. Thats different, were talking about economics. [] But if were talking about pure economics, I believe that we shouldnt worry about how much were buying from overseas. What we should worry about is how much are we selling to them. Our emphasis should be on the selling part of the equation, not on the protecting ourselves against the buying. Because if we protect ourselves against the buying, were just fooling people. Were fooling them into thinking that by erecting high tarrifs, and everything else, we can protect them. And all were doing is perpetuating the things that may be anti-competitive in our economy, and ultimately hurting people more. So lets figure out what we can sell people in China and India, and in a developing world. And there are a lot of things that we can sell. &lt;/p&gt;

Its awful, it means things arent good in the company.  You want growth, you dont want layoffs.  Of course you have layoffs sometimes to try to keep the company alive.  I dont&#8212;Im not critical of a business leader that says we gotta cut back to say we gotta save the whole enterprise.  But I, uh, I been in the private sector.  I know what its like to sign the front of a payroll check. I uh I know what its like when youre fighting to keep your company alive, when youre worried youre gonna lose all the jobs. &lt;/p&gt;

&lt;br /&gt;QUESTIONER: "My question has to do with jobs offshoring. The company I work for is a Fortune 500 company, I've been there for 21 years, and speculation is that over the next two weeks or so they're going to downsize or offshore 1,500 jobs. My father retired from the company, I had hoped to retire, but I'm a father of four children, and I was just wondering, what can we do about getting these jobs to stay here in the United States, instead of going to places like India?"&lt;/p&gt;

&lt;p&gt;MCCAIN: "I thank you for the question and I want to give you, to start with, my utmost sympathy in the challenge that you may be facing. And this is happening all over America, it's happened in the heartland of America, as you well know. States like Pennsylvania, Michigan, Ohio, where we've lost the manufacturing jobs. And I've got a lot of answers, but I've like to give you two. One of them is, we have such a high business tax in America that it makes it attractive for these companies and corporations to go overseas. The business tax in Ireland, in the country of Ireland, is 11 percent. The business tax in the United States of America is 35 percent. Now you are a business or a corporation, you're a business and you have a decision to make. It's obvious that you are probably going to go where you can maximize your profits, etc. etc. And I don't need to tell you how well trained and educated the work force in Ireland is. So that's the first thing. And the long term answer is we got to an education and retraining program for displaced workers so that we go to the community colleges, they take the responsibility and the ability to design programs and training and education so that people can enter what is going to be the new economy in America. And that new economy, to a large degree in my view is going to be based on alternate energy. It's going to be based on the innovation, the talent, the entrepreneurship of America as we develop hydrogen cars and battery driven cars, and we build 45 new nuclear power plants by the year 2030, which creates 700,000 new jobs. Where we address the issue of climate change and energy independence so that the new technologies and the new ideas and the innovation of America will bring millions of jobs to America. And that's going to be key to a great degree to this national security issue I mentioned before of our dependency on foreign oil, which now causes us to develop these new technologies, create millions of new jobs in America. But we got to have the right kind of education in America and education and training programs for displaced workers. And if an older worker loses his job because of a manufacturing job, then I'm willing if that worker has to take a much lower paying job while they're undergoing that reeducation and training, let's subsidize their wages. We know how sacred a job is in America. We know a job is more than a job. So look, I got to look you in the eye and tell you these are tough times in America. We may be facing the greatest financial crisis since the end of World War II in the history of this country. These are tough times, but it's a time for tough leadership, it's a time for someone who knows how to work across the party aisle, who can work in a bi-partisan fashion, and get something done. We have to reform the way we do business, get rid in Washington, get rid of this cronyism and special interest and money that's washing around Washington, and the corruption, and at the same time we have to make government responsive. And let me just say, we have to bring back prosperity and jobs. I know how to reform and bring back prosperity and jobs. I know how to reach across the aisle to do that. And my friends, it's time for strong leadership in this country. I'm ready to provide it. And I have been prepared all my life, all my life, in doing one thing, that's what America wants more than anything else now in a President of the United States, its put our country first. That's what I'll do."&lt;/p&gt;

&lt;br /&gt;LINDA BOWMAN: I'm President of the Community College of Aurora and I'm very happy that you came to hear about our partnership [...].&lt;/p&gt;

&lt;p&gt;JOHN MCCAIN: Would you describe that partnership a little bit because there are, I certainly am not, I was told about it but maybe you could tell us a little more about it.  Because I think it's the future of what we do about the displaced worker situation.  Please go ahead.&lt;/p&gt;

&lt;p&gt;BOWMAN: Well I'm delighted to do that. We actually offer a diesel technology program [...] where in the students are sponsored by Wagner Equipment to come in.  They serve not only as students but as apprentices for Wagner so that they are on the job as well as in school.  We bring in Math and Science as well as English faculty that work with them. [...] It's a very high tech program and Wagner has supplied equipment, they've provided faculty to us. [...]&lt;/p&gt;

&lt;p&gt;MCCAIN: May I ask what the success rate is? &lt;/p&gt;

&lt;p&gt;BOWMAN: The success rate is unbelievable because these students have already got the job when they come into this program.  They are already part of the Wagner family when they join the Community College of Aurora family.  [...] These kinds of programs only exist when we make these kinds of huge investments like Wagner has made.  And as a country we aren't making those kind of investments nearly at the rate we need to do and you know we're in danger.  Our generation is going to be the first where are children are less educated than we are.  [...]&lt;/p&gt;

&lt;p&gt;MCCAIN: Thank you very much and thank you for your great work.  And thank you Joe, thank you for your great investment.  And I just want to say to you again.  The centerpiece of our addressing the issue of the displaced worker.  And we all know that because of foreign competition and the fleeing of manufacturing jobs, we have lost hundreds of thousands of jobs in America.  And we need, I believe, to make the center piece of our job retraining and education program exactly what you're doing, exactly what you're doing.  But I think that the government should sponsor these programs so that you don't have to be as large of company or corporation as we have here at Wagner.  In other words, if you've got a business, and you're a small business person and you need a person who is trained and educated in a certain specialty, you ought to be able to say to the community college I need, I need a trained and educated worker in my particular field.  And provide that opportunity.  And I would even say, while a person, who is an older worker who is out of a job and is at Aurora Community College, I would be glad to supplement their income.  Supplement their income if they're having to have a low paying job while they are undergoing educational training.  And I say that as a small government, less regulations, lower taxes person because I believe we know a job is more than a job.  &lt;/p&gt;

&lt;p&gt;"I have to give you some straight talk. I can't turn that around. Now some specialty steel mills are doing well in America. There is some more productivity, etc., etc.&lt;/p&gt;

&lt;p&gt;"But I can't look you in the eye and tell you that I believe those jobs are coming back any more than I believe that the textile mills are coming back. But I would argue with you that today, for example, 1.3 million people in thee world make a living off eBay. Most of those are in the United States of America.&lt;/p&gt;

&lt;p&gt;"We have been&#8212;thanks to the information technology, thanks to Google, to Yahoo, to Microsoft, to all of these incredible, incredible world-wide and national corporations that have employed many, many thousands of people [...].&lt;/p&gt;

&lt;p&gt;"I can't tell ya that these jobs are ever gonna come back to this magnificent part of the country. But I can tell you that I will commit myself to providing these workers who have lost their jobs with another chance. A second chance.&lt;/p&gt;

&lt;p&gt;In a speech at the Carnegie Endowment, EU Commissioner of Trade Peter Mandelson argued that the European Union and the United States must use their collective economic weight to underwrite the openness of the global economy as its adjusts to the rise of new economic powers and greater global flows of investment. Mandelson said that the U.S. and the EU should use their own openness to "underwrite a strong multilateral order based on cooperation and economic openness" - Carnegie Endowment for International Peace&lt;/p&gt;

&lt;p&gt;Peter Mandelson was born in Britain in 1953.&lt;/p&gt;

&lt;p&gt;He studied Philosophy, Politics and Economics at St Catherine's College, Oxford. As a young man he lived in Tanzania for a year, an experience which formed life-long impressions of Africa and the challenges of fighting poverty. A life-long pro-European, he led the British delegation to the first ever meeting of the European Communities Youth Forum in Strasbourg in 1979.&lt;/p&gt;

&lt;p&gt;After working as an economist at the Trades Union Congress and as a current affairs TV producer, Peter Mandelson was later appointed Labour Party Director for Campaigns and Communications in 1985. Later he was Tony Blair&#8217;s Campaign Manager in the May 1997 election that brought Labour to power in Britain.&lt;/p&gt;

&lt;p&gt;In 1992 he was elected as member of parliament for the Northern English constituency of Hartlepool. He served until 2004 upon his appointment to the European Commission.&lt;/p&gt;

&lt;p&gt;Peter Mandelson is honorary Chair of Policy Network, a European and international think tank whose journal and conferences promote the exchange and debate of centre-left policy ideas and European social democratic thinking. He was UK chairman of the UK-Japan 21st Century Group, which brings together leading academics, politicians and business people. He has traveled widely and has lectured throughout Europe, in Asia and the United States.&lt;/p&gt;

I hear onshoring&amp;#39;s an &amp;quot;autumn&amp;quot;. You look &lt;em&gt;fabulous&lt;/em&gt;! &lt;/p&gt;&lt;blockquote&gt;&lt;p&gt;&lt;strong&gt;A few companies based in India are turning outsourcing on its head too.&lt;/strong&gt; Wipro Technologies, a software maker &lt;strong&gt;based in Bangalore, is establishing a design center in Atlanta&lt;/strong&gt; that could employ about 500 computer programmers.&lt;/p&gt;&lt;/blockquote&gt;&lt;p&gt;But--tsk!--what are we going to do with all of last season&amp;#39;s outsourced remnants?&amp;nbsp;&lt;/p&gt;&lt;blockquote&gt;&lt;strong&gt;It&amp;#39;s not that offshoring isn&amp;#39;t popular  in corporate America anymore.&lt;/strong&gt;&lt;br /&gt;&lt;/blockquote&gt;That was close. I nearly lost my Vera Wang.&lt;br /&gt;&lt;blockquote&gt;&lt;p&gt; A survey of more than 500 large U.S. companies last year by consulting firm Booz Allen Hamilton found that &lt;strong&gt;60% had shipped some work to other countries&lt;/strong&gt;. Another firm, Forrester Research, predicted that about 3 million high-tech jobs would head overseas by 2015.&lt;/p&gt;&lt;/blockquote&gt;&lt;p&gt;But Dan Sernett, a partner in Los Angeles with Ernst &amp;amp; Young, said:&lt;/p&gt;&lt;blockquote&gt;&lt;p&gt; &amp;quot;They&amp;#39;re looking for alternatives closer to home.&amp;quot;&lt;/p&gt;&lt;/blockquote&gt;&lt;p&gt;Eat your heart out Halliburton. &amp;nbsp;&lt;/p&gt;&lt;/p&gt;

Hsia is an Army infantry captain&lt;/a&gt; on his second deployment to Iraq. He lays out how, throughout a soldier&amp;#39;s typical day, he interacts with civilian contractors of all kinds, not just personal security types like Blackwater.&lt;/p&gt;&lt;blockquote&gt;&lt;p&gt;The effect of these civilians in the Iraq war has yet to be fully examined, and the legacy of their role will affect how our nation fights its future wars. &lt;/p&gt;&lt;/blockquote&gt;&lt;p&gt;Rummy&amp;#39;s little revolution, he says, has occurred. The role of civilian contractors is bigger than many realize because there are not enough soldiers. &amp;quot;...Americans are fooled by the actual numbers required to carry out a war.&amp;quot;&lt;/p&gt;&lt;blockquote&gt;&lt;p&gt;After the Vietnam War, most of the combat-support duties were transferred from full-time soldiers to National Guard and Reserve units. But today that structure has been undercut as civilians have taken over those jobs. And &lt;strong&gt;these civilian contractors in the non-security roles are only a degree away from what we have historically called mercenaries.&lt;/strong&gt;&lt;/p&gt;&lt;/blockquote&gt;&lt;p&gt;All day, every day, soldiers encounter non-Americans doing the work our own men and women once did. Why? Because there is not enough U.S. military manpower. Here is a rundown of jobs and who does them.&lt;/p&gt;&lt;blockquote&gt;&lt;ul&gt;&lt;li&gt;&lt;strong&gt;The trash being sifted and sorted out of a soldier&amp;#39;s  garbage bin is conducted by civilians working for Toifor Co.&lt;/strong&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;When the soldier turns in his laundry, it is to an  East Asian civilian...&lt;/strong&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;The soldier has the luxury of a hot shower because Indonesian civilians ensure that there is a ready supply of water.&lt;/strong&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;When he enters the dining facility, he is greeted by Ugandan security guards who work for   EOD Technology.&lt;/strong&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;While preparing for a mission, the soldier can expect technicians from General Dynamics or other major defense contracting companies aiding Army soldiers in the upkeep and maintenance of essential equipment.&lt;/strong&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;He can expect his Iraqi interpreter to work for a contractor, probably Titan Corp.&lt;/strong&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;[M]any Filipino drivers are responsible for ensuring that most of the heavy equipment -- such as Humvees and Strykers -- reach their destinations after they&amp;#39;re unloaded in Kuwait.&lt;/strong&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;On returning from his mission, the soldier will interact with many civilians [many who are Serbs and Croats] hired by KBR, which runs the general support services for the base.&lt;/strong&gt;&lt;/li&gt;&lt;/ul&gt;&lt;/blockquote&gt;&lt;p&gt;Think these are just temporary fixes? Think again:&lt;/p&gt;&lt;blockquote&gt;&lt;p&gt;[A] temporary fix became a more permanent force that the Romans used when they found their own legions had become too expensive -- economically and politically. &lt;strong&gt;Let us hope that the United States does not follow the fate of the Roman Empire in this regard.&lt;/strong&gt; &lt;/p&gt;&lt;/blockquote&gt;&lt;p&gt;Captain Hsia may not be a &amp;quot;Commander on the ground&amp;quot;, so the DimBulb In Chief would probably not give him any credibility and might even &lt;a href="http://thinkprogress.org/2007/09/20/bush-mandela/"&gt;declare him dead&lt;/a&gt;. But the very-much-more-alive-than-&lt;a href="http://www.pollingreport.com/BushJob.htm"&gt;Bush&amp;#39;s-poll-numbers &lt;/a&gt;captain most definitely has his feet on the ground.&amp;nbsp; &lt;/p&gt;&lt;/p&gt;
