The Pentagon is recognizing that conventional "kinetic" military operations, which utilize armed force through direct action to kill or capture the enemy, have limited utility in countering the threats posed by militant extremism. Therefore, they are searching for—and finding—"non-kinetic" options other than the use of force to tackle the non-violent components of pressing security problems, both in and out of warzones.</p> <p>This may seem like an appropriate approach to America's new security challenges in the wake of the 9/11 terrorist attacks, but it is not without controversy. The increasing involvement of the U.S. military in civilian assistance activities has launched a contentious debate about the role of the military in global development, and the relevance of global development to American national security. Non-governmental organizations argue that the "militarization" of development assistance threatens to undermine the moral imperatives of poverty reduction, the neutral provision of emergency relief, and the security of civilian aid workers in the field.</p> <p>Non-military government agencies, most prominently the U.S. State Department and U.S. Agency for International Development, have demonstrated a complex ambivalence about the subject. Now there is a rising media and Beltway fascination with a new Dr. Strangelove, whose passion is imposing a mad science of counterinsurgency on Iraq.<br /> <br /> His name is David Kilcullen, an Australian academic and military veteran whom the <em>Washington Post</em>&#39;s Thomas Ricks once described as Gen. David Petraeus&#39; &quot;chief adviser&quot; on the counterinsurgency doctrine underlying the surge in Iraq.<br /> <br /> Kilcullen advocated a &quot;global Phoenix program&quot; in an obscure military journal, <em>Small Wars</em>, in 2004. For the ahistorical or uninitiated, Phoenix was a largely off-the-books detention, torture and assassination program aimed at tens of thousands of South Vietnamese who were identified by informants as the Vietcong&#39;s &quot;civilian infrastructure.&quot; The venture was so discredited that the US Congress denounced and disbanded it after hearings in the 1970s.<br /> <br /> But Kilcullen says the Phoenix program was &quot;unfairly maligned&quot; and was actually a success. The retired officers who frequently appeared on TV were the ideal vehicle to broadcast the administration&#39;s message on the wars in Iraq and Afghanistan. &quot;Message force multipliers,&quot; Pentagon officials called them.</p> <p>Well, earlier this week, the Pentagon <a href="http://www.dod.mil/pubs/foi/milanalysts/">released</a> all of the documents that had been turned over to the <em>Times</em>. It is a staggering load. But most immediately intriguing is audio of some of the briefings at the Pentagon, including two featuring Secretary of Defense Donald Rumsfeld.</p> The audio we&#39;ve excerpted here comes from a meeting on April 18, 2006. It was an emergency meeting called because earlier in the month, several retired generals had hit the airwaves demanding that Rumsfeld resign. 17 analysts attended the briefing, which featured Rumsfeld and then-Chairman of the Joint Chiefs Peter Pace. It was a remarkable display of servility, with one analyst at one point proclaiming that Rumsfeld need to get out there on the &quot;offense,&quot; because &quot;we&#39;d love to be following our leader, as indeed you are. Some of them are harrowing and not appropriate for this blog. Others, like this car bomb clip, are almost in the category of surreal.<br /><br />For one, this clip is like hundreds of others I&#39;ve seen so far: A soldier filming a drive down a road or highway for like what seems like an eternity and then, boom!, it literally happens. Second, I loved the description on the <a href="http://www.youtube.com/watch?v=sqNRLvrXKmM">video clip&#39;s page:</a> &quot;just got emailed this.&quot; Third, at the time of this writing, less than 20,000 people have seen this clip.
