Voters in Indian-administered Kashmir started heading for the polls on Monday, November 17, amid tight security. Voting for the 87 assembly seats comprising the state government is being held in seven stages until December 24, 2008.

So far, around 55 per cent of Indian-controlled Kashmir's 6.4 million strong electorate have turned out to vote, including many Muslims, who separatists and rebels are urging to boycott the elections to protest against New Delhi's hold over the Himalayan region.

Indian-administered Kashmir was put under direct federal rule in July, after the state government collapsed following its controversial decision to donate land in to a Hindu pilgrim trust. About 70 per cent of the region's population is Muslim. This year has seen some of the biggest anti-India protests in the Kashmir Valley since an insurgency began in 1989.

Presenter Sohail Rahman and guests Raja Assad Hameed, a special correspondent for the Nation, a Pakistani daily newspaper, the author and academic Prem Shankar Jha, and Victoria Schofield, an author and expert on Kashmir, will discuss the issues surrounding the elections and the wider conflict over the region between nuclear powers India and Pakistan.

The security pact proposal put forward by the United States is being debated in the Iraqi parliament. The 'status of forces' agreement has been signed by the US ambassador to Iraq and the Iraqi foreign minister to express their support, and that of the Iraqi cabinet.

The agreement proposes that 150,000 US troops should remain in Iraq for the next three years, setting a timetable for withdrawal of 2011, although they could stay longer if both sides agree, but some Iraqis fear this could be the first step towards a permanent occupation.

Not all parties are happy with the terms and the Iraqi population remains divided, not least because the agreement provides for legal immunity for US forces in Iraq. If crimes including rape and murder are committed within US camps or within a mission they cannot be prosecuted under Iraqi law. The US says it has to protect its citizens, but critics say American soldiers can act with impunity.

Has the status of forces met Iraqi concerns and how will it work in practice?

Presenter Sohail Rahman is joined by Ali Al-Dabbagh, an Iraqi government spokesman, Sami Ramadani, a columnist and senior lecturer in sociology at London Metropolitan University, and Phyllis Bennis, a fellow at the Institute for Policy Studies and author of Ending the Iraq War.

The Iraqi government has criticised US military chief Mike Mullen for warning of "major security losses" if Iraq does not pass a key security deal.

Previously, US Defense Secretary Robert Gates has warned of "dramatic consequences" if Washington and Baghdad do not agree a security deal on US forces in Iraq.

In an unexpected move, Iraq's cabinet is demanding changes to a draft deal already agreed with Washington, which would allow US forces to stay in Iraq until 2011.

The draft has also been strongly opposed by the faction led by radical Shia cleric Moqtada Sadr, who brought thousands of supporters on to the streets of Baghdad on Saturday in protest. It has also been opposed by Sunni Muslim clerics and other opposition parties in Iraq.

Inside Story asks what is likely to happen after the December 31 deadline?

icolas Sarkozy, the French president, who currently holds the rotating post of EU president, is spearheading efforts to formulate a new financial world order to prevent a reoccurence of the current global financial crisis.

Sarkozy has outlined the EU's response to the stock market vacillations and bank collapses, calling for the implementation of a global system of regulation and a ban on banks with state money working through tax havens.

Next week, Sarkozy is due to visit Beijing and is expected to call on both China and India to join in efforts to work towards resolving and preventing more financial market turmoil.

Sarkozy and Jose Manuel Barroso, the European Commission president, said they would use an Asia-Europe Meeting (ASEM) to urge the two fast-growing export countries to join in taking responsibility for stabilising the world economy in the wake of the credit crisis.

At this point, China and India are reluctant as they cannot see many incentives to induce them to do so.

In this edition of Inside Story Erik Berglof, the chief economist and special adviser to the president at the European Bank for Reconstruction and Development; Iain Begg, a professor at the European Institute, London School of Economics; and Mohan Guruswamy, the chairman and founder of the Centre for Policy Alternatives will join the presenter Sohail Rahman.

Nicolas Sarkozy, the French president, who currently holds the rotating post of EU president, is spearheading efforts to formulate a new financial world order to prevent a reoccurence of the current global financial crisis.

The country has been under emergency rule for over a year and a half, but as Bangladesh prepares for its elections in December, a nationwide crackdown has already started.

Opposition sources say the detainees are mostly grassroots activists, including leaders of the Awami league and Bangladesh nationalist party, who say they will boycott talks on organising an election later in the year.

In the last two weeks, the interim government says its detained at least 25,000 people, on charges of corruption.

Among them, the eldest son of Khaleda Zia, former prime minister.

Lawyers for Tareque Rahman said he has been tortured during custody, and that he may be permanently crippled as a result.

However Zia's son is one case among thousands, as Al Jazeera's Nicolas Haque reports from Dhaka.
