<p><p>Who couldn't have seen this coming? Yesterday, a <a href="http://democrats.senate.gov/dpc/index22.cfm">Democratic Policy Committee</a> hearing discovered that the Bush administration has been turning a blind eye to corruption at the top levels of the Iraqi government. </p><p>Two former State Department employees testified during the hearing, including Arthur Brennan, who used to run the Office of Accountability and Transparency (OAT) in Iraq. According to Brennan, their office was woefully understaffed. What's more, the administration was hiding any potentially incriminating information for fear of jeopardizing their relationship with the Iraqi government. </p><p>This juicy excerpt is from an <a href="http://news.yahoo.com/s/ap/20080512/ap_on_go_ca_st_pe/us_iraq_corruption">AP report</a>: </p><blockquote><p>"Brennan also alleges the State Department prevented a congressional aide visiting Baghdad from talking with staffers by insisting they were too busy. In reality, Brennan said, office members were watching movies at the embassy and on their computers." </p></blockquote><p>OAT was in Iraq ostensibly to help train Iraq's anti-corruption organizations. Brennan claimed, however, that not only were the State Department's policies completely antithetical to their mission, but they also fostered more corruption within the Iraqi government. </p></p>

<p><p>At General David Petraeus's testimony before the Senate Armed Services Committee today, Joe Lieberman had the nerve to say that he wishes we could come to an agreement on the facts about all the "progress" we've made in Iraq. Well, Joe, try <a href="http://www.alternet.org/waroniraq/81572/">these facts</a> from <em>The Nation</em>'s Tom Engelhardt on for size:</p><blockquote><strong>The situation in Iraq is getting worse:</strong> Don't believe anyone who says otherwise. The surge-ified, "less violent" Iraq the general has presided over so confidently is, in fact, a chaotic, violent tinderbox of city states, proliferating militias armed to the teeth, competing regions armed to the teeth, and competing religious factions armed to the teeth. Worse yet, under Petraeus and Ambassador Ryan Crocker, the U.S. has been the great proliferator. It has armed and funded close to 100,000 Sunnis organized into militias reportedly intent on someday destroying "the Iranians" (i.e. the Maliki government). It has also supported Shiite militias (aka the Iraqi army). In Basra, it took sides in a churning Shiite civil war. As Nir Rosen summed matters up in a typically <a href="http://www.thenation.com/docprem.mhtml?i=20080421&amp;s=rosen">brilliant piece</a> in the <em>Nation</em>, Baghdad today is but a set of "fiefdoms run by warlords and militiamen," a pattern the rest of the country emulates. "The Bush administration," he adds, "and the U.S. military have stopped talking of Iraq as a grand project of nation-building, and the U.S. media have dutifully done the same." Meanwhile, in the little noticed north, an Arab/Kurdish civil war over the oil-rich city of Kirkuk, and possibly Mosul as well, is brewing. This, <a href="http://www.atimes.com/atimes/Middle_East/JD03Ak01.html">reports</a> Pepe Escobar of <em>Asia Times</em>, could be explosive. Think nightmare. <br /></blockquote></p>

Iran's influence has its limits...Syria is problematic. -- Ryan Crocker.</p><p>Competition for power and resources in Iraq is the biggest problem.-- General Petraeus.</p><p><em>At the core is our troops trying to referee this competition?!</em>...And the number of troops is the same as February, so the policy we had in February is the same as July-- Bob Menendez </p><p>Petraeus: The mission has been modified (referring to the transitioning to Iraqis).</p><p>Menendez: The Iraqis fully independent? They're less independent than they were in November '06! 11 months later, we depend on iraqis to do more, but we're at the same levels as' 06.</p><p>Petraeus: ...don't get too fixated on the numbers. </p><p>Menendez: It's your chart. If Bush said, how many more years do American troops have to continue in Iraq, what would you say to him?</p><p>Petraeus: I can't predict that.</p><p>Menendez: If he pressed you?</p><p>Petraeus: I can't lay out a timeline. <p><p>They answered questions for 6 hours. <a href="http://www.mcclatchydc.com/homepage/story/19610.html">Here's what they left out</a>:</p><ul><li>The chart showing the decline in sectarian violence <strong>didn't "show that the ethnic character</strong> <strong>of many of the neighborhoods</strong> had changed in that same period from majority Sunni Muslim or mixed to majority Shiite Muslim."</li><li>[S]ince the troop surge began the pace by which Iraqis were <strong>abandoning their homes in search of safety had increased</strong>.
