&lt;br /&gt;PAULA ZAHN: Didn't that bill [SCHIP] go down, because there was also a proposed tax increase on tobacco, and how do you reconcile that as a legislator?&lt;/p&gt;

&lt;p&gt;MCCAIN: One of the ways that I reconcile it is that they wanted to get revenues from the use of tobacco products, which would mean that we're encouraging the use of tobacco products. I don't think we ought to do that in America. I think we ought to do everything that we can to eliminate and reduce, reduce and eventually eliminate the use of tobacco products. Also, the expansion of the program was dramatically increased and the costs not paid for again. And it was going to go far outside the realm of just children. It was called the Children's Health Insurance Program. It was going to apply to many, many others. Now if we want it to apply to many, many others let's have another program. But let's not call it SCHIP, and let's ceraintly not rely on having people use and even increase their use of tobacco products. I thought the whole effort we should make is to reduce and eliminate it. If we do that, then there's no money to pay for it. &lt;/p&gt;

&lt;br /&gt;MCCAIN: "First of all, SCHIP, like I said with these things, I have to tell you stuff you don't want to hear as well as those that you do want to hear. The SCHIP program was designed to provide children with health insurance. We did that pretty well. There are still eight million that are not covered. Six million of those are simply because we just haven't signed them up. It's not a problem, you simply got to find them and sign them up. You got two million that we're going to have to expand the program to cover. And that will cost about three to five billion dollars. So what do they want to do in Washington? They want to expand it by 35 billion dollars. They wanted it to encompass adults, and they wanted it to encompass 300 people, 300 percent under the poverty line."&lt;/p&gt;

&lt;br /&gt;QUESTIONER: ". . . would you, at least, consider legislation since you were a big proponent against the anti-smoking, that we control tobacco . . . we get it away from the 7-11s and so forth, that we stop lawsuits, we stop any possible tax cuts for tobacco famers, we stop exporting Marlboro products across the globe. I mean, we're talking over years&#8212;you know, give tobacco farmers and the system through, but maybe stop smoking, stop trying to tax it out. Just say, 'It's a bad product for America.'&lt;/p&gt;

&lt;p&gt;JOHN MCCAIN: "Yes sir. And the thing I was puzzled by was when we decided we would want to fund the children's health insurance, S-CHIP program with, guess what&#8212;taxes from the sale of tobacco products. Now somebody said, ' Can you help me out here?' So we want to fund a program to give children health insurance, but we want to fund it by encouraging people to use tobacco that kills ya. Only in Washington. Only in Washington could we come up with that kind of a scheme. I just want to mention one other thing about tobacco. And maybe expand just a bit. My friends, there's a farm bill before congress today that increases the subsidies, that gives some of your tax dollars to . . . people in agriculture that make as much as $950,000 a year, that subsidizes ethanol, which as distorted the market, which has then driven up food prices and it is a continuation, in all due respects, of business as usual in Washington, which has to change. I went to Iowa and campaigned in Iowa and said I was against ethanol subsidies and I was against the tariffs on imported ethanol from Brazil, which is made from sugar cane because it distorts the market. My friends, I commit to the agriculture community in America I will open every market in the world to the most productive and best worker and the best agricultural products ever produced but I will not support these subsidies and they've gotta stop. There's too many Americans that need our help now with your tax dollars." &lt;/p&gt;

&lt;br /&gt;QUESTIONER: ". . . my question is really about objectivity and every time I see a debate on health care I really wonder whether or not the statistics and the data that people are discussing are accurate, reliable . . . so are you satisfied with the information that you're getting in terms of it's ability to allow competent decision making?"&lt;/p&gt;

&lt;p&gt;JOHN MCCAIN: "I think on the major statistics I am. And here's the most disturbing fact of all and I don't think it's disputed: 47 million Americans are without health insurance today. Half of them will probably, is because they're out of a job and they will gain employment and then they will then be able to obtain health insurance. And that's nice to know. But the other half, which I, 8 million are children, then they, and many of those children of course is just because we haven't been around to sign them up. But then you get down into what you and I all know, is with the big looming fiscal problem and challenge and that is those with people with chronic diseases and, or, and/or preexisting conditions. And that is the area where we really have to address because the insurers won't insure them, they either making too much money to qualify for Medicaid or other reasons, like I said there are some children that simply aren't in the SCHIP program just because they haven't signed up for it . . . And so my answer to you is I think that a lot of the, some of the statistics may be not accurate but the issue of the uninsured and those with preexisting conditions or chronic diseases, is, is really a, particularly the preexisting conditions, is one that's the major challenge in health care in America today."&lt;/p&gt;

Kennedy, Democrat of Massachusetts, and Orrin G. Hatch&lt;/strong&gt;, Republican of Utah, because of fears that it would derail a bigger budget bill. And &lt;strong&gt;several current and former lawmakers and staff said Hillary Clinton had no role in helping to write the congressional legislation, &lt;/strong&gt;which grew out of a similar program approved in Massachusetts in 1996.&lt;/p&gt;&lt;/blockquote&gt;&lt;p&gt;It&amp;#39;s not like she was uninvolved... &lt;/p&gt;&lt;blockquote&gt;&lt;p&gt;Many members of Congress said &lt;strong&gt;they believe Hillary Clinton has a deep and sincere commitment to children&amp;#39;s health issues&lt;/strong&gt;. &lt;strong&gt;She has sponsored numerous bills and amendments dealing with a plethora of healthcare matters&lt;/strong&gt;.&lt;/p&gt; &lt;p&gt;But &lt;strong&gt;privately, some lawmakers and staff members are fuming over what they see as Clinton&amp;#39;s exaggeration of her role in developing SCHIP, including her campaign ads claiming she &amp;quot;helped create&amp;quot; the program.&lt;/strong&gt; The irritation has grown since Nov. 1, when &lt;strong&gt;Clinton - along with fellow senators and presidential candidates Barack Obama, Chris Dodd, and John McCain - missed a Senate vote to extend the SCHIP program&lt;/strong&gt;, which was approved without the votes of those lawmakers.&lt;/p&gt;&lt;/blockquote&gt;&lt;p&gt;John McDonough, then a Democratic state legislator and now the executive director of Health Care for All, a healthcare advocacy group (who has not endorsed a presidential candidate)...&lt;/p&gt;&lt;blockquote&gt;&lt;p&gt;...said &lt;strong&gt;it was Kennedy who developed the SCHIP idea after that meeting. &amp;quot;I don&amp;#39;t recall any signs of Mrs. Clinton&amp;#39;s engagement,&amp;quot;&lt;/strong&gt; McDonough said. &amp;quot;&lt;strong&gt;I&amp;#39;m sure she was behind the scenes, engaged in lobbying, but it is demonstrably not the case&amp;quot; that she was driving the effort&lt;/strong&gt;, he said. Just avoid the outdoors, Chinese toys and meat not cooked really, really well!&lt;/p&gt;&lt;p&gt;Now, in comparison,&amp;nbsp;take a look at what the &lt;a href="http://www.onevote08.org/ontherecord/heal/"&gt;One Campaign&lt;/a&gt;&amp;nbsp;(people who are&amp;nbsp;actually &amp;quot;compassionate&amp;quot; but thankfully not conservative)&amp;nbsp;is doing. Compare the fight they are leading against global poverty (watch the video)&amp;nbsp;to the perverted morality of the money changers known as the GOP.&lt;/p&gt;&lt;p&gt;Let&amp;#39;s hope we can get more progressives in government this new year to empower organizations like the One Campaign that much more.&lt;/p&gt;&lt;p&gt;PS Just to feel that much better about money not going to give kids healthcare or solve global poverty issues, &lt;a href="http://cliffschecter.bravenewfilms.org/blog/22435-blackwater-committed-fraud-and-state-department-knew-in-2005"&gt;just look at how long the State Department has known definitively that Blackwater&amp;#39;s been committing fraud&lt;/a&gt;, as it kept feeding them no-bid contracts after no-bid contracts for BILLIONS that could be going to kids in need.&lt;/p&gt;&lt;/p&gt;
