&lt;br /&gt;JOHN MCCAIN: I dont support subsidies for ethanol. I support ethanol. I support bio-fuels. I do not support 55 cent a gallon tariff on imported sugar cane based ethanol. But I do believe that ethanol and bio-fuels are a vital part of our energy needs. And I think they can compete in the market place. You know the Brazillians have been able to virtually adopt a flex fuel policy to the point where an overwhelming majority of the automobiles in Brazil now are fueled by corn, sugar-cane based ethanol. Now, we got to move forward on that. Weve got to give people a choice at the gas pump, and the more ethanol thats out there, the more bio-fuels, the more of these kinds of fuels that are available, the lower the price is going to become.&lt;/p&gt;

&lt;br /&gt;MCCAIN: "There's a long list of programs that I could tell you that I would cut and eliminate and frankly one of them is a lot of the farm subsidies. I don't support subsidies for ethanol. I think ethanol is a very fine, viable alternative. E85, that ethanol gas, which now all the Brazilians use to fuel their tanks, is a very good option. But I don't believe we should have subsidies. I don't think we should subsidize cotton in my home state of Arizona. And I think we should phase out a lot of these subsidies. I think we should phase out a whole broad variety of programs. One of the areas where we have to go, I'm talking about big money, after we eliminate the wasteful spending, is defense." &lt;/p&gt;

I won't do that because I believe that subsidies are unnecessary . . . my job and I will do this, is to open up every market in the world to the products of the most efficient agriculture people in the world and that's the American farmer [applause]. I'm not afraid of foreign competition. I'm not afraid that some farmer in some other part of the world will, uh, undersell the most efficient, the most productive worker in the world and that's American agricultural workers. And I'll open those markets to them. Now if they compete unfairly, if they close their markets to ours, then I will take retaliation through things that we have vehicles to do so, like the WTO and others. But I am worried, and you should be worried . . . one of the greatest problems . . . is that bakers and grocers, the next step in the chain, are deeply concerned about inflation associated with farm products . . . I believe that America can feed the world. I believe that we have the capacity to feed the entire world."&lt;/p&gt;

&lt;br /&gt;QUESTIONER: ". . . would you, at least, consider legislation since you were a big proponent against the anti-smoking, that we control tobacco . . . we get it away from the 7-11s and so forth, that we stop lawsuits, we stop any possible tax cuts for tobacco famers, we stop exporting Marlboro products across the globe. I mean, we're talking over years&#8212;you know, give tobacco farmers and the system through, but maybe stop smoking, stop trying to tax it out. Just say, 'It's a bad product for America.'&lt;/p&gt;

&lt;p&gt;JOHN MCCAIN: "Yes sir. And the thing I was puzzled by was when we decided we would want to fund the children's health insurance, S-CHIP program with, guess what&#8212;taxes from the sale of tobacco products. Now somebody said, ' Can you help me out here?' So we want to fund a program to give children health insurance, but we want to fund it by encouraging people to use tobacco that kills ya. Only in Washington. Only in Washington could we come up with that kind of a scheme. I just want to mention one other thing about tobacco. And maybe expand just a bit. My friends, there's a farm bill before congress today that increases the subsidies, that gives some of your tax dollars to . . . people in agriculture that make as much as $950,000 a year, that subsidizes ethanol, which as distorted the market, which has then driven up food prices and it is a continuation, in all due respects, of business as usual in Washington, which has to change. I went to Iowa and campaigned in Iowa and said I was against ethanol subsidies and I was against the tariffs on imported ethanol from Brazil, which is made from sugar cane because it distorts the market. My friends, I commit to the agriculture community in America I will open every market in the world to the most productive and best worker and the best agricultural products ever produced but I will not support these subsidies and they've gotta stop. There's too many Americans that need our help now with your tax dollars." &lt;/p&gt;

The American farming subsidies that support James have a negative impact on farmers like Ibrahima, who are trying to climb out of poverty.
