As the Republican Whip, he is the second-ranking member of the Senate Republican Leadership and responsible for building support on key issues.He serves on the Senate's Finance Committee, where he is the ranking Republican on the Subcommittee on Taxation and IRS Oversight, and on the Judiciary Committee, where he is the ranking Republican on the Subcommittee on Terrorism, Technology and Homeland Security.&lt;/p&gt;

&lt;br /&gt;TOM GODLASKY: One of the items out there that has been raising questions is, the market to market of the balance sheets. Conceptually, its not a bad idea, but to market-to-market you need two sides of a market. If you dont have one where the liquidity is driving up, you get then, these depressed prices which could have a domino effect. Any thought of what that might mean from your perspective? &lt;/p&gt;

&lt;p&gt;JOHN MCCAIN: Theres many people who believe that market-to-market has made the difficulties even more daunting, in trying to make a recovery, and yet, we want to avoid some of the errors of the past, which gave people the false sense that one of these corporations or businesses had more assets and more liquidity then they did before, then they actually did. One of the ideas is a three year average. Have you heard that proposal? And I wonder what your view of that is, because we dont want to tell the American people that the true facts, that the value of any asset is being either undervalued, overvalued. Overvalued is the reason why we adopted it in the first place, as you know. &lt;/p&gt;

&lt;p&gt;GODLASKY: Senator, I think it has merit, because even in times of duress like now, where its undervaluing, if there were inflated prices it would overvalue. So to get some sort of rolling three year average, or what have you, I think it has some merit. I think it could be investigated, and I think what were all trying to avoid is those unintended consequences of either or. Either an inflated balance sheet, or conversely, one that is depressed, which could exasperate a problem that we already have. &lt;/p&gt;

&lt;p&gt;MCCAIN: And also, I would add, there has to be much greater transparency associated with any measure of this nature, because people are going to be understandably skeptical about it. But I certainly hear a lot about it, were discussing it, I think that it ought to be one that is considered in this. &lt;/p&gt;

The details of the process and the transaction itself should be made available online for public scrutiny. And as Congress examines this package, I would encourage all members to set aside the pressures of Washington and Wall Street. As we determine what to do, we need to put our country first and focus what's best for Main Street. It's the excess and greed of Washington and Wall Street that got us in this situation to start with. We must help keep people in their homes, we must protect American's savings, and we must keep students with loans in school. What we need in any reform is accountability for Wall Street, and accountability for government, and a commitment to protecting people's homes and life savings, and restoring our financial markets. Times are tough, times are tough for our economy, and I expect more tough economic news before the election. My commitment to the American people is to fix the Wall Street mess, reform Washington, and most importantly enact a pro-growth agenda to create jobs for Americans and get this country back on track. During the 2004 presidential campaign, he was Senior Internet Advisor to the Howard Dean campaign, consulting on Internet policy. In 2004 he was made a Fellow at Harvard's prestigious Berkman Institute for Internet &amp; Society.&lt;/p&gt;

&lt;p&gt;Andrew Keen is a Silicon Valley author, broadcaster and entrepreneur. He is the author of "The Cult of the Amateur: How the Internet is Killing our Culture." Andrew is a prominent media personality who has appeared on the Colbert Report, McNeil-Lehrer Newsnight show, The Today Show, Fox News, CNN International, NPR&#8217;s Weekend Edition, BBC Newsnight and many other television and radio shows in America and overseas.&lt;/p&gt;

&lt;p&gt;Walt Mossberg writes two columns, and edits a third, for the Wall Street Journal. He also publishes periodic interviews for the Journal, and occasional blog posts on this site.
