MIKE HUCKABEE: Those are real issues that we need to know. I think we have not been as adamant at ensuring that the trade agreements were enforced on both sides of the border . . . secondly, to focus dollars for training, one of the most important things that can happen when a person loses his job is to help that person transition to another job. And that always requires training. There are very few jobs one can go to without having some transitional training . . . constantly we would be faced with a plant closing and people out of work. We created the Governors Dislocated Workers task force and what we would do when we would hear a plant closing, we would put a lot of resources into that community, wed bring in job counselors, wed beef up whatever curriculum would be needed in the community college, we would then target that community for specific efforts to try to find industry that could come. Because, in many cases, you have businesses around the country that are looking for a place to locate; what they fear is that theres not an available workforce. So, if you can market to them, we have a workforce, these are people that are ready to go to work, theyve just lost their jobs, we will provide the training if you will bring your business here. Those are the kinds of things that government should and can do. Ive seen it done, I did it as a governor.

REPORTER: Former governor Romney says hes got a plan that could really help Michigan. What would you offer us?

MIKE HUCKABEE: Well, the most important thing to, this afternoon we released a plan that, uh, does in fact deal with the resurrection of our economy overall but I think specifically to Michigan, when we face job issues in Arkansas, we know that theres several things: you have to look at the tax and regulatory burden and the litigation burden. If you have a country where those three issues are excessive . . . you end up creating job migration. You push jobs away. We have free trade agreements that arent being enforced on both sides of the border. And thats another reason that people are losing their jobs. Then theres the training issue, youve got to make sure that youre investing to keep peoples job skills up so that they are able to go to work and when companies are operating on the thinnest of margins one of the things that a government can do is to make sure that the community college and training programs are actually meeting the needs of the marketplace rather than just arbitrarily saying, Heres the catalogue of courses, we sure hope it works. The other thing that has to happen is to make sure that, that even our own government recognizes the value of manufacturing. That we do not outsource the manufacturing of our weapons of self defense and if we lose that we have not just outsourced jobs, we have outsourced our freedom.
