&lt;p&gt;E. Richard Brown, founder and director of the UCLA Center for Health Policy Research and a health advisor to the Barack Obama 2008 Presidential campaign, summarizes Obama's plans for health care reform.&lt;/p&gt;

&lt;p&gt;Health care is a major issue in the current presidential campaign. Candidates Barack Obama and John McCain have laid out very different visions, and each believes his plan is best for our nation's citizenry.&lt;/p&gt;

&lt;p&gt;Come learn about each plan from the top policy advisors of each candidate, and take the opportunity to ask your own questions and get answers - The Commonwealth Club of California&lt;/p&gt;

&lt;p&gt;Dr. E. Richard Brown is a professor at the UCLA School of Public Health and the founder and director of the UCLA Center for Health Policy Research. He received his PhD in sociology of education from the University of California, Berkeley.&lt;/p&gt;

&lt;p&gt;Dr. Brown has studied and written extensively about a broad range of issues and policies that affect the access of disadvantaged populations to health care. His recent research focuses on health insurance coverage, the lack of coverage, and the effects of public policies, managed care, and market conditions on access to health services, particularly for disadvantaged populations, ethnic minorities, and immigrants. Dr. Brown and the Center's studies of health insurance coverage, uninsurance, and eligibility for public programs have been used by California's governors, legislators, and advocates in crafting health insurance legislation and programs.&lt;/p&gt;

&lt;br /&gt;MCCAIN: "Some worry that even after this reform many Americans with pre-existing conditions -- including many thousands of cancer patients -- could still be denied insurance. I will make sure they get the high-quality coverage they need, I have proposed a Guaranteed Access Plan -- or GAP -- that will combine industry, state, and federal resources to help in the purchase of coverage for those hardest to insure, including patients with pre-existing conditions. There would be no limits on premiums, and lower-income Americans would get additional financial assistance. The cooperation among states in the purchase of insurance would also be a crucial step in ridding the market of both needless and costly regulations, and the dominance in the market of only a few insurance companies. We need to break down these barriers to competition, creativity, and excellence, with the goal of establishing a national market to make innovative policies and lowest prices available to every person in every state."&lt;/p&gt;

&lt;br /&gt;MCCAIN: "First of all, SCHIP, like I said with these things, I have to tell you stuff you don't want to hear as well as those that you do want to hear. The SCHIP program was designed to provide children with health insurance. We did that pretty well. There are still eight million that are not covered. Six million of those are simply because we just haven't signed them up. It's not a problem, you simply got to find them and sign them up. You got two million that we're going to have to expand the program to cover. And that will cost about three to five billion dollars. So what do they want to do in Washington? They want to expand it by 35 billion dollars. They wanted it to encompass adults, and they wanted it to encompass 300 people, 300 percent under the poverty line."&lt;/p&gt;

&lt;br /&gt;QUESTIONER: ". . . my question is really about objectivity and every time I see a debate on health care I really wonder whether or not the statistics and the data that people are discussing are accurate, reliable . . . so are you satisfied with the information that you're getting in terms of it's ability to allow competent decision making?"&lt;/p&gt;

&lt;p&gt;JOHN MCCAIN: "I think on the major statistics I am. And here's the most disturbing fact of all and I don't think it's disputed: 47 million Americans are without health insurance today. Half of them will probably, is because they're out of a job and they will gain employment and then they will then be able to obtain health insurance. And that's nice to know. But the other half, which I, 8 million are children, then they, and many of those children of course is just because we haven't been around to sign them up. But then you get down into what you and I all know, is with the big looming fiscal problem and challenge and that is those with people with chronic diseases and, or, and/or preexisting conditions. And that is the area where we really have to address because the insurers won't insure them, they either making too much money to qualify for Medicaid or other reasons, like I said there are some children that simply aren't in the SCHIP program just because they haven't signed up for it . . . And so my answer to you is I think that a lot of the, some of the statistics may be not accurate but the issue of the uninsured and those with preexisting conditions or chronic diseases, is, is really a, particularly the preexisting conditions, is one that's the major challenge in health care in America today."&lt;/p&gt;
