&lt;br /&gt;TOM GODLASKY: One of the items out there that has been raising questions is, the market to market of the balance sheets. Conceptually, its not a bad idea, but to market-to-market you need two sides of a market. If you dont have one where the liquidity is driving up, you get then, these depressed prices which could have a domino effect. Any thought of what that might mean from your perspective? &lt;/p&gt;

&lt;p&gt;JOHN MCCAIN: Theres many people who believe that market-to-market has made the difficulties even more daunting, in trying to make a recovery, and yet, we want to avoid some of the errors of the past, which gave people the false sense that one of these corporations or businesses had more assets and more liquidity then they did before, then they actually did. One of the ideas is a three year average. Have you heard that proposal? And I wonder what your view of that is, because we dont want to tell the American people that the true facts, that the value of any asset is being either undervalued, overvalued. Overvalued is the reason why we adopted it in the first place, as you know. &lt;/p&gt;

&lt;p&gt;GODLASKY: Senator, I think it has merit, because even in times of duress like now, where its undervaluing, if there were inflated prices it would overvalue. So to get some sort of rolling three year average, or what have you, I think it has some merit. I think it could be investigated, and I think what were all trying to avoid is those unintended consequences of either or. Either an inflated balance sheet, or conversely, one that is depressed, which could exasperate a problem that we already have. &lt;/p&gt;

&lt;p&gt;MCCAIN: And also, I would add, there has to be much greater transparency associated with any measure of this nature, because people are going to be understandably skeptical about it. But I certainly hear a lot about it, were discussing it, I think that it ought to be one that is considered in this. &lt;/p&gt;

She and her 16-year-old daughter were green card holders who had made their lives in the United States. Everything changed when her daughter smoked a joint and got into trouble. But when they paid the fine, they thought their troubles were over.&lt;/p&gt;

&lt;p&gt;When her daughter came back from a vacation in the Carribean years later, she faced mandatory detention and deportation proceedings for the same marijuana violation she received when she was younger.&lt;/p&gt;

&lt;p&gt;He most recently published Free Lunch: How the Wealthiest Americans Enrich Themselves at Government Expense and Stick You With The Bill, about hidden subsidies, rigged markets, and corporate socialism. It follows Perfectly Legal: The Covert Campaign to Rig Our Tax System to Benefit the Super Rich - and Cheat Everybody Else, a New York Times bestseller. Johnston received the 2001 Pulitzer Prize for Beat Reporting "for his penetrating and enterprising reporting that exposed loopholes and inequities in the U.S. tax code, which was instrumental in bringing about reforms." He also won the Book of the Year award from Investigative Reporters &amp; Editors.&lt;/p&gt;

&lt;p&gt;David Cay Johnston was an investigative journalist for The New York Times now focusing on the subject of taxation. He accepted a buyout offer from the Times in April 2008 and is now an independent reporter. &lt;/p&gt;

&lt;p&gt;He most recently published Free Lunch: How the Wealthiest Americans Enrich Themselves at Government Expense and Stick You With The Bill, about hidden subsidies, rigged markets, and corporate socialism. It follows Perfectly Legal: The Covert Campaign to Rig Our Tax System to Benefit the Super Rich - and Cheat Everybody Else, a New York Times bestseller. Johnston received the 2001 Pulitzer Prize for Beat Reporting "for his penetrating and enterprising reporting that exposed loopholes and inequities in the U.S. tax code, which was instrumental in bringing about reforms." He also won the Book of the Year award from Investigative Reporters &amp; Editors.&lt;/p&gt;

&lt;p&gt;Tom Campbell is the thirteenth dean of the Haas School of Business, a position he has held since August 2002. He formerly held positions of US Congressman, California State Senator, Stanford University law professor, and, recently, California's Director of Finance.&lt;/p&gt;

&lt;p&gt;In December 2004, Dean Campbell took a one-year leave of absence from the school after being appointed by Governor Arnold Schwarzenegger to be director of the California Department of Finance. He returned as dean of the Haas School in November 2005.&lt;/p&gt;

&lt;p&gt;Prior to joining the Haas School in 2002, Dean Campbell was a law professor at Stanford University Law School for 19 years, beginning in 1983. He was elected five times to represent the Silicon Valley area of California in the United States Congress. Among his legislative achievements were authorship of the 1998 Food Bank Relief Act and the 2000 Peace Corps Reauthorization Act.&lt;/p&gt;

&lt;p&gt;Campbell also was elected as a California state senator in 1993. During a two-year term, he earned ratings by the Sacramento-based "California Journal" as the most ethical state senator, the best overall senator and the state Senate's best problem solver.&lt;/p&gt;
